Fruit fly pest free areas (PFAs)
The following area is recognised as pest free area for Mediterranean fruit fly (Ceratitis capitata):
- Tasmania
- New South Wales
- Victoria
- Queensland
- South Australia
- Northern Territory
- Australian Capital Territory
Products must be packed to ensure that product security requirements are met as per the Plant Export Operations Manual.
All consignments destined to Vietnam using solid wood packing material must comply with ISPM 15.
Labelling Requirements
Each carton must include the following information in English:
- "FOR VIETNAM"
- Name of fruit (common name)
- Orchard number/s (accredited block number/s)
- Packhouse number (accredited packhouse number)
If the consignment is palletized, then each pallet must also be marked as;
- "FOR VIETNAM"
Additionally for all irradiated consignments a "RADURA" symbol must be displayed near the name of the fruit on each carton.
For sea freight consignments, container and seal numbers must be recorded on the phytosanitary certificate.
Phytosanitary certification:
- Details of accredited grower must be entered in the "Shipping marks" section of the EXDOC Request for Permit (RFP) as BLOCK NO: SFXXXX- XXX (depending on registration number format applicable to the block).
- Details of accredited packhouse number must appear in the "additional product description field" on the RFP as listed in the accreditation (e.g. P/HOUSE:SFXXXX-PCTXX).
- To enable the field on the RFP the exporter must submit a request to the EXDOC Plant Programs via email (EXDOCPlantPrograms.agriculture.gov.au).
- The name and number of the registered establishment where onshore cold treatment or irradiation treatment was conducted must be entered in the "lot number" field of the RFP and be in the example format of: COLD TREATMENT/or IRRADIATION AT ABC / XXXX
Explanation of Endorsements
Exporters must seek confirmation from the grower of the origin of the fruits (if the fruits are sourced from systems approach or non-systems approach block) and use the appropriate irradiation dosage and endorsement (systems approach or non systems approach endorsement) to avoid delays in certification or consignments being held up in Vietnam.
Endorsement 7892:
Applies to consignments sourced from Medfly PFA with systems approach - in-transit cold treatment
Endorsement 7893:
Applies to consignments sourced from Medfly PFA with systems approach - OSCT or Irradiation treatment at 150 Gray
Endorsement 7894:
Applies to consignments sourced from areas with systems approach (Western Australia) - in-transit cold treatment
Endorsement 7895:
Applies to consignments sourced from areas with systems approach (Western Australia) - OSCT or Irradiation treatment at 150 Gray
Endorsement 7896:
Applies to consignments sourced from Medfly PFA with no systems approach - Irradiation treatment at 400 Gray

Requirements for irradiation treatment
The application of the irradiation treatment must be carried out in accordance with the relevant ISPMs. The following irradiation doses are approved for the treatment of plums:
Irradiation doses
Fruits sourced from where systems approach has not been applied to control carob moth (Apomyelois ceratoniae), oriental fruit moth (Grapholita molesta) and codling moth (Cydia pomonella) the fruits are subject to;
- Irradiation treatment at a dose of 400 Gray (can be irradiated to treat for all fruits flies).
Fruits sourced from where systems approach has been applied to control carob moth (Apomyelois ceratoniae), oriental fruit moth (Grapholita molesta) and codling moth (Cydia pomonella) can be irradiated to treat for all fruit flies;
- Irradiation treatment at a dose of 150 Gray.
The maximum absorbed dose must not exceed 1 Kilogray for irradiation treatment.
Consignment treated with irradiation must be labelled with the RADURA symbol.
Note:
- If the consignment is subjected to irradiation treatment, the phytosanitary certificate must include the irradiation rate in the treatment section of the phytosanitary certificate.
Requirements for cold treatment (onshore or in-transit)
Cold treatment schedules
Fruit sourced from Pest Free Area for Mediterranean fruit fly (Ceratitis capitata) are subject to cold treatment:
- 3 degrees Celsius or below for 18 consecutive days.
Fruit sourced from (Western Australia where Mediterranean fruit fly (Ceratitis capitata) occurs is subject to cold treatment:
- 3 degrees Celsius or below for 20 consecutive days.
In-transit cold treatment
In-transit treatment may commence prior to departure, in Australia, and be completed in-transit. In the event of a treatment failure in-transit, treatment may be completed on arrival.
Prior to initiating treatment, plums must be pre-cooled to, or below, the target treatment temperature.
Pulp temperatures at the time of sensor placement must not exceed the target treatment temperature.
Note:
- For in-transit cold treatment, original copy of the Certificate of calibration record for in-transit cold treatment must accompany the phytosanitary certificate.
Onshore cold treatment
If the consignment is subjected to onshore cold treatment, treatment temperature and period (number of consecutive days) must be provided in the treatment section of the phytosanitary certificate.
Note:
- For onshore cold treatment the treatment process should be monitored and supervised by Authorised officers (with the appropriate job function) and upon completion the treatment parameters endorsed in the treatment section of the phytosanitary certificate.
The exporter is to provide evidence attesting to the treatment and present it to the Authorised Officer at the time of inspection.

- Treatment code as: “IRRAD" and treatment information as: “At a dose of 150 Gray".
Format for Cold treatment onshore (example)

4) Consignment subject to in-transit cold treatment.
