This is a protocol market, detailed information is available in the protocol for oranges and mandarins to Vietnam, available through Micor Plants in the 'Documents' section. Access is restricted and requires a logon.
For this market, no grower or packhouse accreditation is required. However, the registration of onshore cold treatment facilities is required. To register please contact the Horticulture Exports Program.

- Orange (Citrus sinensis), including all commercial hybrids and cultivars,
- Mandarin (Citrus reticulata), including all commercial hybrids and cultivars.
Note:
“Mandarins” may occasionally be written as “Tangerines” on translated import permits, due to these fruits having the same name in Vietnamese. Please treat all Citrus reticulata as “Mandarins”.
Fruit fly pest free areas (PFAs)

PPD have temporarily ceased recognition of the Riverland PFA for fruit exported from 1 February 2021.
Labelling requirements
Each pallet (for sea freight consignments) and carton (for air freight consignments) must include the following information in English:

- "FOR VIETNAM"
- Country of origin (e.g. Produce of Australia, Product of Australia)
- Name of exporting company
- Name of fruit (common name)
- Export establishment registration number
For irradiated consignments, each pallet must also provide the following information in English:
- "Treated with ionising irradiation" or "Irradiated (food)"
- (Optional) Food irradiation symbol to be displayed near the name of fruit.
All consignments destined to Vietnam using solid wood packing material must comply with IS
PM 15.
For sea freight the container and seal numbers must be recorded on the phytosanitary certificate.
For irradiated product, the treatment is to be shown on the phytosanitary certificate as:
- IRRADIATION AT MINIMUM 400 GRAY

Endorsement 2985:
Note: This endorsement cannot be used from 1 February 2021 until further notice, as PPD have temporarily ceased recognition of the Riverland pest free area. Consignments originating from the Riverland must undergo treatment under endorsement 2986 or 3298.

Cold treatment schedules
Fruit sourced from Western Australia subject to cold treatment:
- 3 degrees Celsius, or below, for 20 days or more.
- 3 degrees Celsius, or below, for 16 days or more.
Fruit must be pre-cooled until fruit pulp temperature is at or below the target treatment temperature prior to initiation of the cold treatment.
Pulp temperatures at the time of sensor placement must not exceed the target treatment temperature.
Calibration and placement of the temperature sensors must be conducted under the supervision of an authorised officer approved by the department.
A calibration certificate attached to the phytosanitary certificate must accompany the consignment.
Onshore cold treatment
Onshore cold treatment can only be carried out at a facility registered with the department.
Calibration and placement of the temperature sensors must be conducted prior to and after completion of treatment, under the supervision of a department authorised officer.
Calibration and placement of the temperature sensors must be conducted under the supervision of an authorised officer approved by the department.
A calibration certificate attached to the phytosanitary certificate must accompany the consignment.
Onshore cold treatment
Onshore cold treatment can only be carried out at a facility registered with the department.
Calibration and placement of the temperature sensors must be conducted prior to and after completion of treatment, under the supervision of a department authorised officer.
Note:
- The onshore cold treatment temperature data (report) must be endorsed by the Authorised Officer (with the appropriate job function) to confirm that the treatment has been successful.
- For onshore cold treatment the exporter is responsible to ensure that each consignment is accompanied with the onshore cold treatment data and onshore cold treatment calibration and re-calibration record/certificate as required by the protocol.
Irradiation at a minimum absorbed dose of 400 Gray is a permitted treatment for Hemiptera (Aspidiotus nerii; Hemiberlesia lataniae; Isotenes miserana; Lepidosaphes gloverii; and Pseudococcus viburni and fruit flies of the family Tephritidae.
Fumigation
Fumigation conditions are pending approval from Vietnam Plant Protection Department (PPD).

Syringae, Pseudomonas viridiflava, Aspidiotus nerii, Hemiberlesia lataniae, Isotenes miserana, Lepidosaphes gloverii, Pseudococcus viburni, Gloeodes pomigena, Mycosphaerella citri, Phytophthora hibernalis. and other quarantine pests of Vietnam.

Syringae, Pseudomonas viridiflava, Aspidiotus nerii, Hemiberlesia lataniae, Isotenes miserana, Lepidosaphes gloverii, Pseudococcus viburni, Gloeodes pomigena, Mycosphaerella citri, Phytophthora hibernalis and other quarantine pests of Vietnam.
