Consignments are to be free from pests, soil, weed seeds and extraneous material.

ICR applies to: 

  • Vaccinium corymbosum
Original and certified translation of the import permit must be presented to the Authorised Officer at the time of inspection.

Where applicable, the exporter is to provide evidence attesting to the endorsement and present it to the Authorised Officer at the time of inspection.

This is a protocol market. Detailed information can be found in the protocol available through Micor Plants in the 'Documents' section. Access is restricted and requires a logon. 

Orchard and packhouse accreditation, and treatment facility approval is a protocol requirement of exporting blueberries to Vietnam. 

The department will provide Vietnam with the accredited property (orchard and packhouse) and treatment facility lists prior to the commencement of each export season. 

Areas recognised as free from fruit fly by PPPD

The following areas are recognised as free from Mediterranean fruit fly (Ceratitis capitata) by PPPD:
  • Tasmania
  • New South Wales
  • Victoria
  • Queensland
  • South Australia
  • Northern Territory
  • Australian Capital Territory
The following areas are recognised as free from Queensland fruit fly (Bactrocera tryoni) by PPPD: 
  • Tasmania
  • Western Australia 
All consignments destined to Vietnam using solid wood packing material must comply with ISPM 15. 

Products must be packed to ensure that product security requirements are met as per the Plant Export Operations Manual. 

Labelling requirements

Each carton must include the following information in English:
  • "FOR VIET NAM" (not necessary if palletised and labelled as below)
  • Name of fruit (common name) i.e. 'Blueberry'
  • Farm number/s (accredited block number/s)
  • Packhouse number (accredited packhouse number)
  • If fumigated, the text "FUMIGATED WITH METHYL BROMIDE" (not necessary if palletised and labelled as below)
  • If irradiated, the RADURA symbol must be displayed near the name of the fruit on the carton
If the consignment is palletised, then each pallet must also be marked:
  • "FOR VIET NAM"
  • If fumigated, the text "FUMIGATED WITH METHYL BROMIDE"
For sea freight consignments, container and seal numbers must be recorded on the phytosanitary certificate. 

Explanation of Endorsements

Endorsement 8213:

Applies to consignments that originate in all states apart from Western Australia that have been subjected to onshore cold treatment or irradiation 

Endorsement 8214: 

Applies to consignments that originate in all states apart from Western Australia that will be subject to in-transit cold treatment 

Endorsement 8215: 

Applies to consignments that originate in Western Australia that have been subjected to onshore cold treatment, irradiation or fumigation.

Endorsement 8216: 

Applies to consignments that originate in Western Australia that will be subjected to in-transit cold treatment 

Endorsement 8217:

Applies to consignments sourced from the pest free area of Tasmania. 

Requirements for irradiation treatment

The application of irradiation treatment must be carried out in accordance with the relevant ISPMs. There are two irradiation doses approved for the treatment of blueberries:

  • Treatment for Mediterranean fruit fly (Ceratitis capitata) and Queensland fruit fly (Bactrocera tryoni) only - Irradiation treatment at a dose of 150 Gray
  • Treatment for all pests of concern (Aspidiotus nerii, Lepidosaphes ulmi, Helicoverpa punctigera) and fruit fly - Irradiation treatment at a dose of 400 Gray 

If live pests of concern are found during AO inspection, the consignment will be rejected unless it has been treated at a dose of 400 Gray. 

The maximum absorbed dose must not exceed 1 Kilogray for irradiation treatment.

Consignment treated with irradiation must be labelled with the RADURA symbol. 

Note:

  • If the consignment is subjected to irradiation treatment, the phytosanitary certificate must include the irradiation rate in the treatment section of the phytosanitary certificate.

Requirements for cold treatment (in-transit or onshore)

Fruit sourced from areas where Mediterranean fruit fly (Ceratitis capitata) occurs are subject to one of the following schedules:

  • 1.11 degrees Celsius or below for 14 days or more
  • 1.67 degrees Celsius or below for 16 days or more
  • 2.22 degrees Celsius or below for 18 days or more.

Fruit sourced from areas where Queensland fruit fly (Bactrocera tryoni) occurs are subject to the following schedule:

  • 3.2 degrees Celsius or below for 12 days or more.

In-transit cold treatment

In-transit treatment may commence prior to departure, in Australia, and be completed in-transit. In the event of a treatment failure in-transit, treatment may be completed on arrival.

Prior to initiating treatment, fruit must be pre-cooled to, or below, the target treatment temperature.

Pulp temperatures at the time of sensor placement must not exceed the target treatment temperature.

Note:

  • For in-transit cold treatment, original copy of the Certificate of calibration record for in-transit cold treatment must accompany the phytosanitary certificate.

Onshore cold treatment

If the consignment is subjected to onshore cold treatment, treatment temperature and period (number of consecutive days) must be provided in the treatment section of the phytosanitary certificate.

Note:

  • For onshore cold treatment the treatment process should be monitored and supervised by Authorised officers (with the appropriate job function) and upon completion the treatment parameters endorsed in the treatment section of the phytosanitary certificate.

The exporter is to provide evidence attesting to the treatment and present it to the Authorised Officer at the time of inspection.

Requirements for methyl bromide fumigation treatment

Fruit sourced from Western Australia may be fumigated with methyl bromide to treat for Mediterranean fruit fly (Ceratitis capitata):

Fumigation:
With methyl bromide at 32grm/m3 at 15.6 degrees Celsius or higher for 3.5 hours.

The exporter is to provide evidence attesting to the treatment and present it to the Authorised Officer at the time of inspection.

Option 1 (EXDOC Endorsement 8213)
1) The consignment of blueberry fruits has been produced and prepared for export in accordance with the phytosanitary import requirements for importation of fresh blueberry fruits (Vaccinium corymbosum) from Australia into Viet Nam. 
2) The fruit in this consignment was produced in Victoria, New South Wales, Queensland, South Australia, Tasmania, Northern Territory or the Australian Capital Territory which are recognised as free from Mediterranean fruit fly (Ceratitis capitata).  
3) A representative sample was inspected and found free of Queensland fruit fly (Bactrocera tryoni), Oleander scale (Aspidiotus nerii), Oystershell scale (Lepidosaphes ulmi), Native budworm (Helicoverpa punctigera), Colletotrichum simondsii, Botryosphaeria australis, Guignardia vaccinii and Pseudomonas syringae pv syringae.

Option 2 (EXDOC Endorsement 8214)
1) The consignment of blueberry fruits has been produced and prepared for export in accordance with the phytosanitary import requirements for importation of fresh blueberry fruits (Vaccinium corymbosum) from Australia into Viet Nam. 
2) The fruit in this consignment was produced in Victoria, New South Wales, Queensland, South Australia, Tasmania, Northern Territory or the Australian Capital Territory which are recognised as free from Mediterranean fruit fly (Ceratitis capitata).  
3) A representative sample was inspected and found free of Queensland fruit fly (Bactrocera tryoni), Oleander scale (Aspidiotus nerii), Oystershell scale (Lepidosaphes ulmi), Native budworm (Helicoverpa punctigera), Colletotrichum simondsii, Botryosphaeria australis, Guignardia vaccinii and Pseudomonas syringae pv syringae.
4) Subject to in-transit cold treatment.

Option 3 (EXDOC Endorsement 8215)
1) The consignment of blueberry fruits has been produced and prepared for export in accordance with the phytosanitary import requirements for importation of fresh blueberry fruits (Vaccinium corymbosum) from Australia into Viet Nam. 
2) The fruit in this consignment was produced in Western Australia which is currently recognised as free from Queensland fruit fly (Bactrocera tryoni). 
3) A representative sample was inspected and found free of Mediterranean fruit fly (Ceratitis capitata), Oleander scale (Aspidiotus nerii), Oystershell scale (Lepidosaphes ulmi), Native budworm (Helicoverpa punctigera), Colletotrichum simondsii, Botryosphaeria australis, Guignardia vaccinii and Pseudomonas syringae pv syringae.

Option 4 (EXDOC Endorsement 8216)
1) The consignment of blueberry fruits has been produced and prepared for export in accordance with the phytosanitary import requirements for importation of fresh blueberry fruits (Vaccinium corymbosum) from Australia into Viet Nam. 
2) The fruit in this consignment was produced in Western Australia which is currently recognised as free from Queensland fruit fly (Bactrocera tryoni). 
3) A representative sample was inspected and found free of Mediterranean fruit fly (Ceratitis capitata), Oleander scale (Aspidiotus nerii), Oystershell scale (Lepidosaphes ulmi), Native budworm (Helicoverpa punctigera), Colletotrichum simondsii, Botryosphaeria australis, Guignardia vaccinii and Pseudomonas syringae pv syringae.
4) Subject to in-transit cold treatment. 

Option 5 (EXDOC Endorsement 8217)
1) The consignment of blueberry fruits has been produced and prepared for export in accordance with the phytosanitary import requirements for importation of fresh blueberry fruits (Vaccinium corymbosum) from Australia into Viet Nam. 
2) The fruit in this consignment was produced in Tasmania which is recognised as free from Queensland fruit fly (Bactrocera tryoni) and Mediterranean fruit fly (Ceratitis capitata).
3) A representative sample was inspected and found free of Oleander scale (Aspidiotus nerii), Oystershell scale (Lepidosaphes ulmi), Native budworm (Helicoverpa punctigera), Colletotrichum simondsii, Botryosphaeria australis, Guignardia vaccinii and Pseudomonas syringae pv syringae.
