Original and certified translation of the import permit must be presented to the Authorised Officer at the time of inspection.


Where applicable, the exporter is to provide evidence attesting to the endorsement and present it to the Authorised Officer at the time of inspection.


Explanation of the endorsements

Endorsement 911, 6572 and 6573:
Bent grass nematode (Anguina agrostis) is not known to occur in Australia. No supporting evidence is required to endorse freedom from this pest.

Endorsement 911:
An area freedom certificate must be provided as evidence for endorsing freedom from Perennial thistle (Cirsium arvense) and Doublegee (Emex australis).  

Endorsement 6572:
A laboratory analysis certificate must be provided as evidence for endorsing freedom from Perennial thistle (Cirsium arvense) and Doublegee (Emex australis). 
  • Where laboratory testing is required, the statement "OFFICIAL LABORATORY ANALYSIS NUMBER (NUMBER) / DATE (DATE)" must be entered in the "Additional product description field" section of the EXDOC Request for Permit (RFP). There is to be no deviation from this text format. To enable the field on the RFP the exporter must submit a request to the EXDOC Plant program via (EXDOCPlantPrograms@agriculture.gov.au).
Endorsement 6573:
A crop inspection report must be provided as evidence for endorsing freedom from Perennial thistle (Cirsium arvense) and Doublegee (Emex australis). 

Non-GMO requirements:

If certification is required (refer to import permit/NPPO notification), the exporter is responsible for ensuring that the consignment is accompanied by a Certificate as to Condition attesting that the seed has not been genetically modified.

If requested, a Certificate as to Condition (Grain - GX46/Horticulture - HX46) can be issued for the consignment that is specifically supported from information supplied by the Office of the Gene Technology Regulator (OGTR) and where it is a government requirement of the importing country for non-GMO certification (refer to import permit/NPPO Notification).

The following text must be added to the additional declaration field when a GX46/HX46 template is added to the RFP:

The Office of the Gene Technology Regulator has advised the department that there has been no intentional release into the Australian environment of genetically modified product(s) listed on this certificate.

Option 1 (EXDOC Endorsement 911)
1) Bent grass nematode (Anguina agrostis) isknown not to occur in Australia,
2) Perennial thistle (Cirsium arvense) and Doublegee (Emex australis) are not known to occur in the area of production.

Option 2 (EXDOC Endorsement 6572)
1) Bent grass nematode (Anguina agrostis) is known not to occur in Australia,
2) A representative sample was found free through laboratory testing of Perennial thistle (Cirsium arvense) and Doublegee (Emex australis) according to the result of the official laboratory analysis indicated in the additional product description of this phytosanitary certificate.

Option 3 (EXDOC Endorsement 6573)
1) Bent grass nematode (Anguina agrostis) is known not to occur in Australia,
2) The crop was officially inspected during active growth and found free of Perennial thistle (Cirsium arvense) and Doublegee (Emex australis).
Import Permits dated 10 December 2014, 12 November 2020 and 20 July 2023.
