Consignments are to be free from pests, soil, weed seeds and extraneous material.


Exporter must obtain a copy of an import permit (called Phytosanitary Entry Authorisation (Autorizacion Fitosanitaria de Ingreso)) issued by the Ministry of Livestock, Agriculture and Fisheries (MGAP).

Original and certified translation of the import permit must be presented to the Authorised Officer at the time of inspection.

Office of Drug Control requirements
The exporter must meet Australian requirements for the export of Cannabis seed by being issued an export licence and permit by the Narcotics Control Section (ncs@health.gov.au).  These documents must be presented to the Authorised Officer at the time of inspection.
 
For consignments that will be re-exported from Uruguay to countries which require freedom from Striga asiatica:
  • Red witchweed (Striga asiatica) is recognised as not occurring in any Australian states and territories except the Mackay Region of Queensland. Consignments of seed of Australian origin can be endorsed free from Striga asiatica without any evidence presented except for seed sourced from the Mackay Region. Seed sourced from the Mackay Region cannot be exported to countries that requires this freedom. 
  • For seeds grown and/or inspected in an area in Queensland other than the Mackay Region, if required the place of production details may be entered in the "Additional product description field" section of the EXDOC Request for Permit (RFP) as: THE SEED WAS GROWN IN <PLACE OF PRODUCTION>, <STATE>. There is to be no deviation from this text format. To enable the field on the RFP the exporter must submit a request to the EXDOC Plant Program via PlantExportSystems@aff.gov.au.
 
Explanation of the endorsements

Endorsement 6309:
  • A crop inspection report must be presented as evidence of freedom from the listed pests and weed seeds.
     
Endorsement 6310:
  • A laboratory analysis report must be presented as evidence of freedom from the listed pests and weed seeds.
  • The statement "OFFICIAL LABORATORY ANALYSIS NUMBER (NUMBER) / DATE (DATE)" must be entered in the "Additional product description field" section of the EXDOC Request for Permit (RFP). There is to be no deviation from this text format. To enable the field on the RFP the exporter must submit a request to the EXDOC Plant program via (EXDOCPlantPrograms@aff.gov.au).
Where applicable, the exporter is to provide evidence attesting to the endorsement and present it to the Authorised Officer at the time of inspection.

Option 1 (EXDOC Endorsement 6309)
1) The crop was officially inspected during the growing period and found to be free of Perennial thistle (Cirsium arvense), Stem and bulb nematode (Ditylenchus dipsaci), Broomrape (Orobanche spp) and Field pennycress (Thlaspi arvense).

Option 2 (EXDOC Endorsement 6310)
1) The consignment is free from Perennial thistle (Cirsium arvense), Stem and bulb nematode (Ditylenchus dipsaci), Broomrape (Orobanche spp) and Field pennycress (Thlaspi arvense), according to the result of the official laboratory analysis indicated in the additional product description of this phytosanitary certificate.

Import permit dated 27 January 2017, NPPO advice received on 22 February 2017 and 17 November 2021. Advice from NPPO via exporter received on 19 August 2026.
