APHIS-PPQ has authorised importation of 3 pounds or less per shipment of soil for Religious or Patriotic use on condition that the soil must be treated prior to release. The allowed end use for the soil is for commemorative purposes only, growing media is a physical description.

Consignments are to be free from pests, soil, weed seeds and extraneous material.


A copy of the import permit must be presented to an Authorised Officer at the time of inspection.


A copy of the import permit must accompany the consignment.
Details of treatment to be endorsed on the phytosanitary certificate in the treatment section.


The exporter is to provide evidence attesting to the treatment and present it to the Authorised Officer at the time of inspection.


Consignments must be dry heat treated at:

  • 110 – 120.5 degrees Celsius for 16 hours;

OR

  • 121 – 154 degrees Celsius for 2 hours;

OR

  • 154.4 – 192.5 degrees Celsius for 30 minutes;

OR

  • 192 – 220 degrees Celsius for 4 minutes;

OR

  • 221 – 232 degrees Celsius for 2 minutes.
