  • This MiCoR case is for Xanthorrhoea Preissii species only. 
  • Pierce's disease (Xylella fastidiosa) is not known to occur in Australia.
  • Official examination (attesting to endorsement) may be undertaken by a person who has suitable qualifications to perform the inspection and make an official declaration. eg: State Department of Agriculture employee; Department of Primary Industry employee; Crop monitor; Company employed entomologist or agronomist.
  • Official examination (attesting to endorsement) may be undertaken at appropriate time when the pest/disease is most prevalent/active.
Explanation of the Endorsements

Thrips palmi

 For Area Freedom - when attesting to point 6a (i) the following needs to be typed in the additional product description field in EXDOC:
  • The plants originate in the State of (name the state without brackets), established in Australia by the NPPO, as being free from Thrips palmi in accordance with relevant ISPM 4.
OR

For Place of Production - when attesting to point 6a (ii) the following needs to be typed in the additional product description field in EXDOC.
  • The plants originate in (name place of production without brackets), where no signs of Thrips palmi have been observed through official inspections carried out monthly.

 To enable the additional product description field on the RFP the exporter must submit a request to the EXDOC Plant Programs via email (EXDOCPlantPrograms@awe.gov.au).

The exporter is to provide evidence attesting to the treatment and present it to the Authorised Officer at the time of inspection.



Details of treatment to be endorsed on the phytosanitary certificate in the treatment section.
Option 1 (EXDOC Endorsement 6857)
1) Consignment complies with Schedule 7, Annex 7, Part A, point 1 (a. i - iii, b. i) of Plant Health (Plant Phytosanitary Conditions) (Amendment) (EU Exit) Regulations 2020 –  The growing medium at the time of planting was free from soil and organic matter and had not been previously used for growing plants or for any other agricultural purposes, was composed entirely of peat or fibre of Cocos nucifera and had not been previously used for growing plants or for any other agricultural purposes, was subjected to effective fumigation or heat treatment to ensure freedom from pests and that since planting appropriate measures have been taken to ensure that the growing medium has been kept free from GB quarantine pests, including at least;  physical isolation of the growing medium from soil and other possible sources of contamination, hygiene measures and using water free from GB quarantine pests.
2) Consignment complies with Schedule 7, Annex 7, Part A, point 6 (a,i) of Plant Health (Plant Phytosanitary Conditions) (Amendment) (EU Exit) Regulations 2020 - Plants in this consignment have been grown in a nursery and that they originate in an area established by the national plant protection organisation in accordance with ISPM 4 as an area that is free from Melon thrips (Thrips palmi), 
3) Consignment complies with Schedule 7, Annex 7, Part A, point 7 (a-c, i-ii) of Plant Health (Plant Phytosanitary Conditions) (Amendment) (EU Exit) Regulations 2020 - Plants in this consignment have been grown in a nursery, that they are free from plant debris, flowers and fruits, and that they have been inspected at appropriate times and have been found prior to their export to be free from symptoms of harmful bacteria, viruses and virus-like organisms, and free from signs or symptoms of harmful nematodes, insects, mites and fungi or have been subjected to appropriate treatment to eliminate such organisms.
4) Consignment complies with Schedule 7, Annex 7, Part A, point 8 (a-b, i) of Plant Health (Plant Phytosanitary Conditions) (Amendment) (EU Exit) Regulations 2020 - In all cases, that no symptoms of the relevant pests have been observed on the plants during their complete cycle of vegetation, and in the case of plants originating in any third country where Tobacco whitefly (Bemisia tabaci) or other vectors of the relevant pests are known to occur, that no symptoms of the relevant pests have been observed on the plants during their complete cycle of vegetation and that the plants originate in areas which, in accordance with the measures specified in ISPM 4, are known to be free from Tobacco whitefly (Bemisia tabaci) and other vectors of the relevant pests,
5) Consignment complies with Schedule 7, Annex 7, Part A, point 9 (a,i) of Plant Health (Plant Phytosanitary Conditions) (Amendment) (EU Exit) Regulations 2020 - that the plants originate in an area which, in accordance with the measures specified in ISPM 4, is known to be free from Tomato leaf curl New Delhi Virus.
6) Consignment complies with Schedule 7, Annex 7, Part B, point 2 (a) of Plant Health (Plant Phytosanitary Conditions) (Amendment) (EU Exit) Regulations 2020 - Plants in this consignment have been grown during a period of at least three years before export, or in the case of plants which are younger than three years, have been grown throughout their life, in a country which, in accordance with the measures specified in ISPM 4, is known to be free from Pierce's disease (Xylella fastidiosa).
7) Consignment complies with Schedule 7, Annex 7, Part A, point 13 (c) of Plant Health (Plant Phytosanitary Conditions) (Amendment) (EU Exit) Regulations 2020 - Plants in this consignment have been grown in a nursery and that immediately prior to export, they have been subjected to an appropriate treatment against Vegetable leaf miner fly (Liriomyza sativae) and Blotch leaf miner (Nemorimyz amaculosa) and have been officially inspected and found free from Vegetable leaf miner fly (Liriomyza sativae) and Blotch leaf miner (Nemorimyz amaculosa).
