Exporter should obtain a copy of the Letter of Authority (LoA) issued by the importing country's National Plant Protection Organisation (NPPO). If the LoA cannot be obtained, exporter may apply for a phytosanitary certificate.
Under Commission Delegated Regulation (EU) 2019/829 (which has been adopted by the UK until further notice), the LoA replaces the requirement for a phytosanitary certificate. The UK NPPO notified that a signature from the Australian NPPO (the department) is not required for LoAs issued on and after 1 November 2022. LoAs issued before 1 November 2022 must be signed by the Grain and Seed Export Program.
Triticum spp are listed as a prescribed grain under the Export Control (Plants and Plant Products) Rules 2021. As such, for any consignment containing more than 10kg of Triticum spp seeds, a Request For Permit (RFP) must be raised, the product inspected by an Authorised Officer and an export permit issued, prior to export. Consignments containing less than 10kg of prescribed grain are exempt from this requirement as per the Export Control (Prescribed Goods - General) Order 2005.
For consignments containing more than 10kg of Triticum spp seeds (i.e. inspection by an Authorised Officer and issuance of an export permit are required), the letter of authority must be presented to the Authorised Officer at the time of inspection. If the consignment passes inspection, the letter of authority must accompany the consignment to the UK.
