Appropriate times shall be that when the pest/disease is most prevalent/active.
Official examination may be undertaken by a person who has suitable qualifications to perform the inspection and make an official declaration. eg: State Department of Agriculture employee; Department of Primary Industry employee; Crop monitor; Company employed entomologist or agronomist.
Area freedom - Appropriate evidence to be presented to the Authorised Officer at time of inspection.
Production Area freedom - Appropriate evidence to be presented to the Authorised Officer at time of inspection.
Treated - Appropriate evidence to be presented to the Authorised Officer at time of inspection and details of treatment to be stated on the Phytosanitary certificate.
- Bacterial ring rot of potato (Clavibacter sepedonicus), Golden cyst nematode (Globodera pallida) and New Zealand black wart (Synchytrium endobioticum) are known not to occur in Australia. Area freedom or Place of production freedom certificate is required for Potato cyst nematode (Globodera rostochiensis).
- Pierce's disease (Xylella fastidiosa) is not known to occur in Australia.
Option 1 (EXDOC Endorsement 6537)
1) Consignment complies with Schedule 7, Annex 7, Part A, point 1 (a.i,b.i) of Plant Health (Plant Phytosanitary Conditions) (Amendment) (EU Exit) Regulations 2020 - The growing medium at the time of planting of the associated plants was free from soil and organic matter and had not been previously used for growing plants or for any other agricultural purposes and was stored and maintained under appropriate conditions to keep it free from quarantine pests and since planting appropriate measures have been taken to ensure that the growing medium has been kept free from GB quarantine pests, including at least: physical isolation of the growing medium from soil and other possible sources of contamination, hygiene measures, using water free from GB quarantine pests,
2) Consignment complies with Schedule 7, Annex 7, Part A, point 4 of Plant Health (Plant Phytosanitary Conditions) (Amendment) (EU Exit) Regulations 2020 - The place of production is known to be free from Bacterial ring rot of potato (Clavibacter sepedonicus) and New Zealand black wart (Synchytrium endobioticum),
3) Consignment complies with Schedule 7, Annex 7, Part A, point 5 of Plant Health (Plant Phytosanitary Conditions) (Amendment) (EU Exit) Regulations 2020 - The plants originate from a field known to be free from Golden cyst nematode (Globodera pallida) and Potato cyst nematode (Globodera rostochiensis),
4) Consignment complies with Schedule 7, Annex 7, Part A, point 6 (a,i) of Plant Health (Plant Phytosanitary Conditions) (Amendment) (EU Exit) Regulations 2020 - Plants have been grown in nurseries and originate in an area, established by the national plant protection organisation, in accordance with ISPM4 as an area that is free from Melon thrips (Thrips palmi) as being free from Melon thrips (Thrips palmi),
5) Consignment complies with Schedule 7, Annex 7, Part A, point 7 (a-c) of Plant Health (Plant Phytosanitary Conditions) (Amendment) (EU Exit) Regulations 2020 - Plants have been grown in nursery, that they are free from plant debris and that they are free from flowers and fruits, and that they have been inspected at appropriate times and have been found prior to their export to be free from symptoms of harmful bacteria, viruses and virus-like organisms, and either found free from signs or symptoms of harmful nematodes, insects, mites and fungi, or have been subjected to appropriate treatment to eliminate such organisms,
6) Consignment complies with Schedule 7, Annex 7, Part A, point 8 (a-b, i-ii) of Plant Health (Plant Phytosanitary Conditions) (Amendment) (EU Exit) Regulations 2020 - In all cases no symptoms of the relevant pests have been observed on the plants during their complete cycle of vegetation and that the plants originate in areas which, in accordance with the measures specified in ISPM4, are known to be free from Tobacco whitefly (Bemisia tabaci) and other vectors of the relevant pests, that the site of production has been found free from Tobacco whitefly (Bemisia tabaci) and other vectors of the relevant plant pests on official inspections carried out at appropriate times to detect those pests,
7) Consignment complies with Schedule 7, Annex 7, Part B, point 2 (a) of Plant Health (Plant Phytosanitary Conditions) (Amendment) (EU Exit) Regulations 2020 - That Pierce's disease (Xylella fastidiosa) is not present in Australia.
