Consignments are to be free from pests, soil, weed seeds and extraneous material.


A copy of the Import permit must be presented at the time of making appointment for an inspection with an Authorised Officer which is to include the approved list of seeds.

Consignments are to be packed in clean, new packages not previously used for any purpose, and not packed in hay, straw, chaff, soil, forest litter or any decomposing materials.

Explanation of the endorsements

Endorsement 1791:

Is to be endorsed on the phytosanitary certificate if stated by import permit.
Where applicable, the exporter is to provide evidence attesting to the endorsement and present it to the Authorised Officer at the time of inspection.


Endorsement 7119:
  • Only to be used for seeds of non-Australian origin and where the import permit specifies a requirement for this endorsement.
  • If this endorsement is used, the phytosanitary certificate from the country of origin must be presented to the Authorised Officer at time of inspection and accompany the consignment to Tonga.
Consignments must be treated with appropriate pesticide and/or fungicide at approved Australian label rates.

The exporter is to provide evidence attesting to the treatment and present it to the Authorised Officer at the time of inspection.

Option 1 (EXDOC Endorsement 1791)
1) The seed in this consignment has been grown in Australia.

Option 2 (EXDOC Endorsement 7119)
1) The seeds in this consignment which have been imported into Australia fully comply with Australian biosecurity import requirements and standards.
Import permits dated 17 October 2017, 30 May 2018, 9 December and 17 December 2025.
22/12/2025 - Existing endorsement 7119 added. Updated treatment details to state consignment must be treated with pesticide and/or fungicide at Australian label rates.
