Consignments are to be free from pests, soil, weed seeds and extraneous material.

This is a protocol market. Growers/orchards, packhouses (if product is packed in a packhouse) and treatment facilities must meet the requirements outlined in the workplan and be accredited by the department. Only fruit sourced and/or treated from accredited properties will be certified.
 
Protocols and workplans are available through MICoR Plants in the Documents section. Access is restricted and requires a logon.
 
The Thailand Ministry of Public Health, Food and Drug Administration (FDA) requires packhouses to implement good practice requirements. Further information regarding these requirements can be found here.
 
The original and an official translation of the import permit must be presented to an authorised officer at the time of making the appointment.
 
Grapes are permitted to be exported to Thailand from:

Explanation of fruit fly pest free areas (PFAs)

The following areas are recognised as pest free areas for Queensland fruit fly (Bactrocera tryoni) and Mediterranean fruit fly (Ceratitis capitata):

  • Tasmania

AND

Exporters sourcing fruit from the Riverland must present a State government certificate at the time of inspection which states all fruit was sourced from properties outside the suspension areas.


All grapes from Tasmania destined for export to Thailand must be grown, packed and inspected in Tasmania. In the event of an outbreak, fruit from the suspended area may be exported but must undergo cold treatment.

Outside a fruit fly pest free area of:
  • New South Wales
  • Queensland
  • South Australia
  • Victoria
  • Western Australia
Fruits must undergo cold treatment.

Vineyards, packhouses and cold treatment facilities must be accredited.  

Details of the accredited vineyard are to be entered in the "Shipping marks" section of the EXDOC Request for Permit (RFP) as VINEYARD: TGXXX-TXX. 
 
Note: 
  • Growers with accredited patches must enter only the vineyard number under "Shipping marks" (i.e. As vineyard TGXXX-TXX).
  • If table grapes are packed in a packhouse then the accredited packhouse number must appear on the carton label and in the additional product description field on the RFP as listed in the accreditation (e.g. PACKHOUSE NO: TGXXX-PXX). To enable the field on the RFP the exporter must submit a request to the EXDOC Plant Programs via email (EXDOCPlantPrograms@aff.gov.au).
The common name and scientific name (Vitis vinifera) of table grapes must be recorded on the phytosanitary certificate.

For consignments exported via sea transport, the Authorised Officer must place a numbered seal on all sea freight containers. The seal number must be noted on the phytosanitary certificate.

Labelling requirements

The information on each package (printed, not handwritten) must include:
  • EXPORT TO THAILAND
  • Produce of Australia
  • Name of exporting company
  • Name of fruit (common name)
  • Packhouse export approval number or export establishment registration number (this is not requirement if product is packed in field)
  • Vineyard / patch export approval number 
Growers are reminded to check their accreditation numbers prior to every export to ensure accurate labelling is applied.

Note: Treatment facility details must not be included on the carton label.

Explanation of endorsements:

Endorsement 4668:
  • Applies to fruit produced outside fruit fly pest free areas and subject to on-shore cold treatment.
Endorsement 4669:
  • Applies to fruit produced outside fruit fly pest free areas and subject to in-transit cold treatment.
Endorsement 4671:
  • Applies to fruit produced in the Riverland region (excluding suspension area/s).
Endorsement 4673:
  • Applies to fruit produced in Tasmania.
Where applicable, the exporter is to provide evidence attesting to the endorsement and present it to the Authorised Officer at the time of inspection.

Mixed consignments of different species of fresh fruits undergoing in-transit or on-shore cold treatment are not permitted by Thailand Department of Agriculture.

Fruit sourced from outside fruit fly pest free areas are subject to onshore cold treatment or in-transit cold treatment. 

The following cold treatment parameters apply:
Innermost fruit pulp temperature (degrees Celsius) - Exposure period (consecutive days):
  • 1 degrees Celsius or below for 12 days or more.
OR
  • 3 degrees Celsius or below for 14 days or more.
Fruit originating from Western Australia must be treated for Mediterranean fruit fly using the following cold treatment parameters:
Innermost fruit pulp temperature (degrees Celsius) - Exposure period (consecutive days):
  • 1 degrees Celsius or below for 16 days or more.
OR
  • 2 degrees Celsius or below for 18 days or more.
OR
  • 3 degrees Celsius or below for 20 days or more.
In-transit cold treatment
In-transit cold treatment may be carried out partly as a pre-shipment treatment commencing in Australia and completed in-transit. In the event of treatment failure, treatment may be completed on arrival.

Onshore cold treatment
Onshore cold treatment can only be carried out at an export registered establishment that is also accredited for Thailand. Treatment will be monitored by an Authorised Officer.

Temperature sensors must be placed under supervision of an Authorised Officer. Only an Authorised Officer can authorise the completion of a treatment.

The name and number of the registered establishment and the room number where onshore cold treatment was conducted must be entered in the ‘Lot number’ field (a free text field) of the EXDOC Request For Permit (RFP) as: 
  • ONSHORE COLD TREATMENT AT <REGISTERED ESTABLISHMENT NAME> / <REGISTERED ESTABLISHMENT NUMBER> - <TREATMENT ROOM NUMBER>. 
  • For example, ONSHORE COLD TREATMENT AT ABC FREIGHT / 9999-1.
There is to be no deviation from this text format.

Details of treatment to be endorsed on the Phytosanitary certificate in the treatment section:
Format for Cold treatment onshore (example)

Treatment code as: “COLD" and treatment information as: “At 1 degree Celsius or below for 16 days or more"

Note: Treatment dates must be included in the appropriate field.

Note:

  • The onshore cold treatment temperature data (report) must be endorsed by the Authorised Officer (with the appropriate job function) to confirm that the treatment has been successful.
  • Foronshore cold treatment the treatment records (which includes the temperaturerecord/data and onshore cold treatment calibration and re-calibration record)must be made available to the department when requesting certification.
The following treatment details are required on the phytosanitary certificate in the “Treatment” section:
  • Treatment temperature,
  • Treatment duration (number of consecutive days).
Option 1 (EXDOC Endorsement 4668)
1) The consignment of table grapes has been produced and prepared for export in accordance with the conditions for the import of fresh table grapes from Australia to Thailand.

Option 2 (EXDOC Endorsement 4669)
1) The consignment of table grapes has been produced and prepared for export in accordance with the conditions for the import of fresh table grapes from Australia to Thailand,
2) An Authorised Officer has supervised the calibration and the placement of fruit sensors into the fruit within the container(s) in accordance with conditions for the import of fresh table grapes from Australia into Thailand and cold disinfestation treatment has been initiated

Option 3 (EXDOC Endorsement 4671)
1) The consignment of table grapes has been produced and prepared for export in accordance with the conditions for the import of fresh table grapes from Australia to Thailand,
2) The consignment of table grapes has been produced in the Riverland district of South Australia which is a pest free area for Queensland fruit fly and Mediterranean fruit fly in Australia.

Option 4 (EXDOC Endorsement 4673)
1) The consignment of table grapes has been produced and prepared for export in accordance with the conditions for the import of fresh table grapes from Australia to Thailand,
2) The consignment of table grapes has been produced in the State of Tasmania which is a pest free area for Queensland fruit fly and Mediterranean fruit fly in Australia.
