Consignments are to be free from pests, soil, weed seeds and extraneous material.

A manufacturer's declaration is required for bird seed consignments stating full botanical names of ingredients. The exporter must apply for a Certificate as to Condition (GX46) verifying the manufacturer's declaration details. The country of origin for the ingredients must also be listed in the manufacturer's declaration. The following statement must be included in the Additional Declaration field of the RFP (so that it is shown on the GX46):
  • "Ingredients of the above products provided as per accompanying declaration [manufacturer's declaration reference number].

Manufacturers are encouraged to issue declarations with an individual reference number which can be cited in the [manufacturer's declaration reference number]. If no reference number is available in the declaration, the manufacturer's declaration reference number can be substituted with the following text:

  • "Ingredients of the above products provided as per accompanying declaration issued by [manufacturer's name] on [DD MM YYYY]".
The issuing department officer must also verify they have sighted the manufacturer's declaration by writing the following on the manufacturer's declaration itself: 'Department of Agriculture, Fisheries and Forestry officer sighted document on [DD MM YYYY] to issue GX46 document' and sign.

If the country of origin for the ingredients is not Australia, the country of origin must be listed in the Additional Product Description.

Exporters must ensure that all plant ingredients are permitted to be exported to Taiwan from Australia - refer to the Taiwan database. If no entry exists for a particular species for Australia, the products are not permitted to be exported to Taiwan from Australia.
