Consignments are to be free from pests, soil, weed seeds and extraneous material.


It is the exporter’s responsibility to ensure that the phytosanitary certificate is issued within 14 days of the consignment being exported from Australia.

Refer to the departure date and inspection date in the Request for Permit.
Where applicable, the exporter is to provide evidence attesting to the endorsement and present it to the Authorised Officer at the time of inspection.


All fruit flies (Tephritidae), as referred to in the regulation 2021/2285 EU point 77 of table 3, Part A of Annex II, are of quarantine concern.

Explanation of fruit fly pest free areas (PFAs)

The following areas are recognised as pest free areas for non-European fruit flies (Tephritidae):

  • Tasmania

AND

AND

  • the area south of -20° latitude within Western Australia, defined as the Greater Perth PFA including the local government zones of Northern Country, Avon-Midland, Great Eastern, Peel, Central Country, Southwest, Great Southern, Gascoyne, Murchison and Goldfields-Esperance (excluding the Como and South Perth suspension areas).

     

Exporters sourcing fruit from the Riverland must present a State government certificate at the time of inspection which states all fruit was sourced from properties outside the suspension areas.
 

Product sourced outside these fruit fly PFAs must undergo cold treatment.

Treatment for fruit fly:
Consignments sourced from outside a fruit fly PFA must undergo cold treatment or fumigation for fruit fly.

Cold treatment for fruit fly
Consignments sourced from outside a fruit fly PFA must undergo cold treatment for fruit fly. Cold treatment can be conducted onshore prior to export,

Cold treatment schedule:
At or below 3 degrees Celsius for 14 days.

Details of treatment to be endorsed on the phytosanitary certificate in the treatment section.

The exporter is to provide evidence attesting to the treatment and present it to the Authorised Officer at the time of inspection.

Fumigation for fruit fly:
Methyl bromide fumigation rate at either:

  • 18 grm/m3 at 18 degrees Celsius or above for 5.5 hours
OR
  • 32 grm/m3 at 21 degrees Celsius or above for 2 hours
OR
  • 40 grm/m3 at 17 degrees Celsius or above for 2 hours

The exporter is to provide evidence attesting to the treatment and present it to the Authorised Officer at the time of inspection.

Option 1 (EXDOC Endorsement 5982)
1) Consignment complies with Annex 7, point 61 b of the Ordinance of EAER and DETEC on Plant health. The fruits originate in an area established by the Australian Government as being free from fruit flies (Tephritidae) as referred to in point 77 of table 3, Part A of Annex II.

Option 2 (EXDOC Endorsement 5983)
1) Consignment complies with Annex 7, point 61 c of the Ordinance of EAER and DETEC on Plant health. No signs of fruit flies (Tephritidae), as referred to in point 77 of table 3, Part A of Annex II, have been observed at the place of production and in its immediate vicinity since the beginning of the last complete cycle of vegetation, on official inspections carried out at least monthly during the three months prior to harvesting, and none of the fruits harvested at the place of production has shown, in appropriate official examination, signs of the relevant pest; and information on traceability is included.

Option 3 (EXDOC Endorsement 5984)
1) Consignment complies with Annex 7, point 61 d of the Ordinance of EAER and DETEC on Plant health. The fruits have been subjected to an effective post-harvest treatment to ensure freedom from fruit flies (Tephritidae) as referred to in point 77 of table 3, Part A of Annex II.

Option 4 (EXDOC Endorsement 6218)
1) Consignment complies with Annex 7, point 61 d of the Ordinance of EAER and DETEC on Plant health. The fruits will be subjected to an effective post-harvest treatment to ensure freedom from fruit flies (Tephritidae) as referred to in point 77 of table 3, Part A of Annex II, subject to in-transit cold treatment at 3 degrees Celsius for 14 days.
