Consignments are to be free from pests, soil, weed seeds and extraneous material.


A copy of the import permit must be presented to an Authorised Officer at the time of inspection.

Consignments are to be accompanied with an International Seed Testing Association (ISTA) Orange Certificate. Issued test report should state the below (check import permit for details):

  • Lot number and quantity
  • Genetic and physical purity of seeds
  • Other seed count
  • The sample must be taken by accredited person using ISTA methodology


Freedom from Scarlet pimpernel (Anagallis arvensis) and weed seeds can be endorsed on basis of ISTA testing and report.

Consignments are to securely packaged, with each package labelled with information on crop, variety seed treatment if any, name and address of supplier and lot number.

Explanation of the endorsement

Endorsement 5538:

  • The below are required to endorse freedom.


The below are not present in Australia, no evidence needs to be cited to endorse freedom:

  • Aster yellow phytoplasma group
  • Potato witches broom phytoplasma
  • Cymbidium ringspot virus
  • Spider mite (Oligonychus peruvianus)
  • Leaf worm (Spodoptera littoralis)
  • Strawberry latent ringspot virus
  • Tomato black ring virus


The below are not known to occur on the seed export pathway, no evidence needs to be cited to endorse freedom:

  • Alfalfa mosaic virus
  • Bacterial blight (Burkholderia andropogonis)
  • Ring nematode (Criconemella xenoplax)
  • Clover cyst nematode (Heterodera trifolii)
  • White fringed beetles (Naupactus leucoloma)
  • Papaya yellow crinkle phytoplasma
  • Crown gall (Rhizobium radiobacter)
  • Bacterial gall (Rhizobium rhizogenes)
  • Soybean dwarf virus


Visual inspection by the Authorised Officer is sufficient to endorse freedom from:

  • Fall armyworm (Spodoptera frugiperda)
  • Ergots (Claviceps spp)
  • Soil (as per normal tolerances)
  • Extraneous plant material (as per normal tolerances)


Laboratory analysis report is to be presented as evidence to endorse freedom from the below:

  • Stem nematode (Ditylenchus dipsaci)
Details of treatment to be endorsed on the phytosanitary certificate in the treatment section.


The exporter is to provide evidence attesting to the treatment and present it to the Authorised Officer at the time of inspection.


Option 1 (EXDOC Endorsement 5538)
1) Aster yellow phytoplasma group, Potato witches broom phytoplasma, Cymbidium ringspot virus, Spider mite (Oligonychus peruvianus), Leaf worm (Spodoptera littoralis), Strawberry latent ringspot virus and Tomato black ring virus are known not to occur in Australia,
2) The consignment was found free through official testing and/or inspection procedure of Fall armyworm (Spodoptera frugiperda), Ergots (Claviceps spp), quarantine pests and seed borne diseases, toxicants, soil and plant debris.
3) A representative sample was found through ISTA laboratory testing to be free of regulated weed seeds of Sri Lanka.
