Consignments are to be free from pests, soil, weed seeds and extraneous material.


A copy of the import permit must be presented to an Authorised Officer at the time of inspection.


Where applicable, the exporter is to provide evidence attesting to the endorsement and present it to the Authorised Officer at the time of inspection.


Consignments are to be accompanied with an International Seed Testing Association (ISTA) Orange Certificate. Issued test report should state the below (check import permit for details):

  • Lot number and quantity
  • Genetic and physical purity of seeds
  • Other seed count, and
  • The sample must be taken by accredited person using ISTA methodology


Freedom from weed seeds can be endorsed on basis of ISTA testing and report.

Consignments are to securely packaged, with each package labelled with information on crop, variety seed treatment if any, name and address of supplier and lot number.

Explanation of the endorsement
Endorsement 5539:

  • The below are required to endorse freedom.

The below are not present in Australia, no evidence needs to be cited to endorse freedom:

  • Xylella fastidiosa
  • Small mocis moth (Mocis latipes)


The below are not known to occur on the seed export pathway, no evidence needs to be cited to endorse freedom:

  • Dried bulb mite (Aceria tulipae)
  • Halo blight (Pseudomonas syringae pv. coronofaciens)


Visual inspection by the Authorised Officer is sufficient to endorse freedom from:

  • Ergots (Claviceps spp)
  • Soil (as per normal tolerances)
  • Extraneous plant material (as per normal tolerances)

The exporter is to provide evidence attesting to the treatment and present it to the Authorised Officer at the time of inspection.

Option 1 (EXDOC Endorsement 5539)
1) Xylella fastidiosa and Small mocis moth (Mocis latipes) are known not to occur in Australia,
2) Using official procedures seeds are found to be free from Ergots (Claviceps spp), quarantine pests and seed borne diseases, toxicants, soil and plant debris.
3) A representative sample was found through ISTA laboratory testing to be free of  regulated weed seeds of Sri Lanka.
