Consignments are to be free from pests, soil, weed seeds and extraneous material.


Plants may be exported as either bare rooted or with associated growing media.

Growing media includes: Soil (Top Soil or Mixed Soil); Peat Moss; Cocoa Moss; Sphagnum Moss and Bark.

Where applicable, the exporter is to provide evidence attesting to the endorsement and present it to the Authorised Officer at the time of inspection.


It is the exporter’s responsibility to ensure that the phytosanitary certificate is issued within 14 days of the consignment being exported from Australia.

Refer to the departure date and inspection date in the Request for Permit.

All consignments will be subject to Post entry inspection, at premises pre-approved by AVA Singapore.

Explanation of the endorsements

Endorsement 3171:

Applies to plants exported in media which were treated for freedom of PPN.

Endorsement 7630:

Applies to plants exported in media which were laboratory tested for freedom of PPN.

Note: Nil additional declaration required when exported without growing medium (bare rooted).

Treatment options applicable to any growing media attached to or associated with the plants:
  •       Dry heat treatment at 121 degrees Celsius for 2 hours prior to planting (medium to be spread in layers not more than 30cm);
OR
  •      Methyl bromide fumigation at a rate of 80 grm/m3 for 48 hours prior to planting (medium to be spread in layers not more than 13mm);
OR
  •     Steam sterilization at 121 degrees Celsius for 30 minutes prior to planting (medium to be spread in layers not more than 50mm);

The exporter is to provide evidence attesting to the treatment and present it to the Authorised Officer at the time of inspection.

Option 1 (EXDOC Endorsement 3171)
1) The media in which the plants were grown has been treated for plant parasitic nematodes (PPN).

Option 2 (EXDOC Endorsement 7630)
1) The growing media was inspected and found to be free from plant parasitic nematodes (PPN).
