Consignments are to be free from pests, soil, weed seeds and extraneous material.


A copy of the import permit must be presented to an Authorised Officer at the time of inspection.


Leaves, maize, rice, sorghum, palm, wheat straw, or soil must not be present in the packaging material.

Explanation of the endorsement:

  • Visual inspection by an Authorised Officer is sufficient for endorsing freedom from Sawtooth grain beetle (Oryzaephilus surinamensis). 

Additional certificates

A Declaration and Certificate as to Conditions (EX188) may be issued for certifying aflatoxin levels to be within the National Standard. A laboratory analysis certificate confirming the level of total aflatoxin to be 10 ppb or below and the level of AflatoxinB1 (AFB1) to be 5 ppb or below must be presented as supporting evidence. An EX188 certifying the aflatoxin levels may only be issued when specified on the import permit. Aflatoxins are a group of mycotoxins produced by strains of Aspergillus, especially Aspergillus flavus and Aspergillus parasiticus.

Non-GMO requirements:

If certification is required (refer to import permit/NPPO notification), the exporter is responsible for ensuring that the consignment is accompanied by a Certificate as to Condition attesting that the seed has not been genetically modified.

If requested, a Certificate as to Condition (Grain - GX46/Horticulture - HX46) can be issued for the consignment that is specifically supported from information supplied by the Office of the Gene Technology Regulator (OGTR) and where it is a government requirement of the importing country for non-GMO certification (refer to import permit/NPPO Notification).

The following text must be added to the additional declaration field when a GX46/HX46 template is added to the RFP:

The Office of the Gene Technology Regulator has advised the department that there has been no intentional release into the Australian environment of genetically modified product(s) listed on this certificate.

If plant residue is used as packaging material, the consignment must be accompanied by a treatment certificate endorsing either:
  • Heat treatment at 83 degrees Celsius for ten minutes
  • Chemical treatment at approved label rates.
If treatment is done, details of the treatment are to be endorsed in the Treatment section of the phytosanitary certificate. If no plant residue is used in packaging, no treatment details need to be endorsed and no treatment certificate is required.
