Consignments are to be free from pests, soil, weed seeds and extraneous material.


A copy of the import permit must be presented to an Authorised Officer at the time of inspection.

Malaysian import permits may indicate that the following text be included as an additional declaration: "The issuance of this PC is based on the Malaysia IP reference number MAQXXXXXX."

  • Australian phytosanitary certificates cannot be issued with additional declarations that reference import permit numbers.
  • In negotiations with the Malaysian NPPO, it has been agreed that the import permit number indicated in the import permit section of Australian phytosanitary certificates is sufficient for meeting this requirement.
  • No text stating the import permit number in either the additional declaration section or the additional product description section is required for clearance, regardless of the statement on Malaysian import permits regarding import permit number printing requirements.
Explanation of the endorsements:

Endorsement 3111
  • Applicable when country of origin is Bolivia on the import permit. The country of origin must be endorsed on the additional product description of the phytosanitary certificate.
  • A laboratory analysis certificate is required to endorse freedom from South American Leaf Blight (Microcyclus ulei) and Ragweed parthenium (Parthenium hysterophorus).
Endorsement 3451
  • Applicable when country of origin is Bolivia on the import permit. The country of origin must be endorsed on the additional product description of the phytosanitary certificate.
  • Visual inspection by an Authorised Officer may be used to endorse freedom from South American Leaf Blight (Microcyclus ulei) and an exporter declaration from the country of origin may be attached with the phytosanitary certificate to confirm the locations of source of the consignment and processing and packaging facilities in the country of origin being free of South American Leaf Blight (Microcyclus ulei) .
  • Only to be used when import permit allows visual inspection of the product for South American Leaf Blight (Microcyclus ulei).
  • A laboratory analysis certificate is required to endorse freedom from Ragweed parthenium (Parthenium hysterophorus).

Consignments are to be treated with an approved fumigant prior to export (Refer to the import permit for details).

Each consignment is to be fumigated as outlined below.

  • Fumigation with methyl bromide (MB) under normal atmospheric pressure (NAP) at 32gm/m³ for 24 hours at or above 21ºC.
    • Fumigation with MB should not be carried out at temperature below or at 10ºC)
    • The target of the fumigation must not be wrapped in or coated with materials that are impervious to MB.
OR
  • Fumigation with Phosphine (PH3) at 2 g/m³ for:
    • at above 25 degrees Celsius for at least 7 days, or
    • at 15-25 degrees Celsius for at least 10 days
  • Treatment details must be endorsed as "WITH PHOSPHINE AT 2 GRM/M3 AT XX DEGREES CELSIUS FOR 120 HOURS OR MORE"
  • Phosphine should not be applied for a treatment period of fewer than 7 days.

The exporter is to provide evidence attesting to the treatment and present it to the Authorised Officer at the time of inspection.

1) A representative sample was found free through laboratory testing of South American Leaf Blight (Microcyclus ulei).
2) A representative sample was found free through laboratory testing of Ragweed parthenium (Parthenium hysterophorus).

Option 2 (EXDOC Endorsement 3451)
1) A representative sample was inspected and found free of South American Leaf Blight (Microcyclus ulei).
2) A representative sample was found free through laboratory testing of Ragweed parthenium (Parthenium hysterophorus).
