This ICR includes:

Rolled oat exporters can obtain a Plant Quarantine Service Certificate (PQSC) from the Philippines NPPO in order for their product to be categorised under Category 1 (which negates the requirement for an import permit and phytosanitary certificate). For exporters who have managed to obtain a PQSC, a Certificate as to Condition (EX188) is required. In this case, the product must meet the following requirements:
- Products are sold freely in Australia,
- These products are manufactured in Australia.
- Manufacturers certificate with information on processes such as heat treatment, extrusion, cooking, etc involved to minimise the biosecurity risk.
The exporters are to provide a Manufacturer's Certificate and Certificate of Free Sale or Manufacturer's declarations as evidence for the department to issue a Certificate as to Condition. Consignments exported under a PQSC are not subject to phytosanitary inspection by an Authorised Officer.
Note:
If an exporter is unable to obtain a PQSC, the import permit must be presented to an Authorised Officer at time of inspection and a phytosanitary certificate with no additional declarations will be issued.
