Consignments are to be free from pests, soil, weed seeds and extraneous material.


Exporters must confirm with the Philippine Department of Agriculture if an import permit is required.

If exporters are issued with an import permit requiring a phytosanitary certificate to be issued, then a copy of the Import permit must be presented to the Department of Agriculture and Water Resources Authorised Officer at the time of making the appointment.

If exporters are issued with a Plant Quarantine Service Certificate in lieu of an import permit, then no phytosanitary certificate is required and the consignment may be exported as non-prescribed goods.
