Consignments are to be free from pests, soil, weed seeds and extraneous material.


Philippines regulations allowed the importation of highly processed plant products to be either accompanied with a phytosanitary certificate or any other certificate issued by the exporting country's authority.

Exporters are encouraged to check with theimporter if the consignment would require a phytosanitary certificate orCertificate as to Condition for import into the Philippines.

Considering Philippines Quarantine regulations, a Certificate as to Conditions as an alternative to a Phytosanitary Certificate may be issued on request from the exporters showing that the:

1. Products are sold freely in Australia,
2. These products are manufactured in Australia.
3. Manufacturers certificate with information on processes such as heat treatment, extrusion, cooking, etc involved to minimise the biosecurity risk.

The exporters are to provide a Manufacturer's Certificate and Certificate of Free Sale or Manufacturer's declarations as an evidence for the department to issue a Certificate as to Condition.
