Consignments are to be free from pests, soil, weed seeds and extraneous material.


A copy of the import permit must be presented to an Authorised Officer at the time of inspection.



If required by the import permit, empty ship holds or containers must be sanitised with a synthetic pyrethroid insecticide prior to loading.

Consignments must be accompanied with a treatment certificate and container cleanliness certificate as required by the import permit. If requested by the exporter, the following certification may be issued to certify container cleanliness prior to loading:

  • Container Inspection Certificate (EXDOC template GL2) - for bulk containerised grain exports; 
OR
  • Sack and Container Inspection Certificate (EXDOC template GL3) - for bagged containerised grain exports.

Explanation of the endorsements

Endorsement 5061:
  • No evidence is require to endorse freedom from Khapra beetle (Trogoderma granarium) as this pest is not known to occur in Australia.
  • Inspection by an Authorised Officer is sufficient to endorse freedom from Hide beetles (Trogoderma spp) and Cattle tick (Boophilus microplus).

 Endorsement 926:

  • Inspection by an Authorised Officer is sufficient to endorse freedom from Trogoderma beetles (Trogoderma spp), Cattle tick (Boophilus microplus) and Red imported fire ants (Solenopsis invicta).

Note: A phytosanitary certificate with nil Endorsement is to be issued if the import permit does not require any additional declarations.

Papua New Guinea can issue variations of import permits with different treatment requirements. Exporters should check the permit for confirmation of any treatment details. Only treatment required by the import permit will be endorsed on the phytosanitary certificate. 

If required by the import permit, consignments are to be fumigated with:

  • Methyl bromide at 42grm/m3 for 12 hours at 21 degrees Celsius or above;

OR

  • Methyl bromide at 32grm/m3 for 24 hours at 21 degrees Celsius or above;

OR

  • Phosphine at 2grm/m3 for 7 days at 21-25 degrees Celsius;

 OR

  • Phosphine at 2grm/m3 for 10 days at 15 – 25 degrees Celsius.


The exporter is to provide evidence attesting to the treatment and present it to the Authorised Officer at the time of inspection.

Option 1 (EXDOC Endorsement 5061)
1) Khapra beetle (Trogoderma granarium) is known not to occur in Australia,
2) A representative sample was inspected and found free of Hide beetles(Trogoderma spp) and Cattle tick (Boophilus microplus).

Option 2 (EXDOC Endorsement 926)
1) A representative sample was inspected and found free of Trogoderma beetles (Trogoderma spp), Cattle tick (Boophilus microplus) and Red imported fire ants (Solenopsis invicta).
