Consignments are to be free from pests, soil, weed seeds and extraneous material.


A copy of the import permit must be presented to an Authorised Officer at the time of inspection.


The consignment must be accompanied by the original or a faxed copy of the import permit.

The product must be certified seed that is pure and have appropriate labelling.

The packaging and conveyance must be clean and free of foreign matter including insect pests.

Where applicable, the exporter is to provide evidence attesting to the endorsement and present it to the Authorised Officer at the time of inspection.

Exporters must refer to the import permit to determine the appropriate additional declaration for their consignment.

Explanation of the endorsements

Endorsement 4932:
  • Khapra beetle (Trogoderma granarium) is not present in Australia. No evidence is required to endorse freedom from this pest.
  • The exporter is to provide a crop inspection report as evidence to certify freedom from Rice blast fungus (Pyricularia oryzae), White tip nematode (Aphelenchoides besseyi) and Bacterial leaf blight of rice (Xanthomonas campestris pv. oryzae).
  • A laboratory analysis certificate must be presented as evidence to endorse freedom from Brown spot of rice (Bipolaris oryzae) and Rice tungro virus.
  • A laboratory analysis certificate must be presented as evidence to endorse freedom from Cattle tick (Boophilus microplus).


Endorsement 5953:

  • The exporter is to provide a crop inspection report as evidence to certify freedom from Rice Rust (Puccinia graminis oryzae), Glume blotch (Pseudomonas syringae) and Kernel smut (Tilletia barclayana).
  • Visual inspection by the AO is sufficient to endorse freedom from impurities including cereal refuse and weed seeds.
Consignments are to be treated (dusted to excess) with an appropriate fungicide and insecticide at recommended manufacturers' requirements.

The exporter is to provide evidence attesting to the treatment and present it to the Authorised Officer at the time of inspection.

Option 1 (EXDOC Endorsement 4932)
1) Khapra beetle (Trogoderma granarium) is known not to occur in Australia.
2) The crop was inspected during active growth and found free from Rice blast fungus (Pyricularia oryzae), White tip nematode (Aphelenchoides besseyi) and Bacterial leaf blight of rice (Xanthomonas campestris pv. oryzae).
3) A representative sample was found free through laboratory testing of Brown spot of rice (Bipolaris oryzae) and Rice tungro virus.
4) A representative sample was inspected and found free of Cattle tick (Boophilus microplus).

Option 2 (EXDOC Endorsement 5953)
1) The crop from which seeds were harvested has been inspected during the growing season and found to be free of pests and diseases including Rice Rust (Puccinia graminis oryzae), Glume blotch (Pseudomonas syringae) and Kernel smut (Tilletia barclayana).
2) The seeds were found free through official testing and inspection procedure of impurities including cereal refuse and weed seeds.
Import permits dated 2 April 2013 and 27 September 2019 and Plant Quarantine Import Requirements (PQC 194) dated 12 November 2018.
