Consignments are to be free from pests, soil, weed seeds and extraneous material including weeds, cereal refuse and insects at any stage of development (including eggs) especially cattle tick (Boophilus microplus). It must not contain any components of animal origin including dung, blood meal, bone meal or fishmeal. 

ICR only applies to hay sourced from South Australia and Victoria.

A copy of the import permit must be presented to an Authorised Officer at the time of inspection.


Consignments must be packed in new, clean bags or cleaned containers.

Consignments must be accompanied with a treatment certificate and container cleanliness certificate if applicable.
 
If requested, a Container Inspection Certificate (GL2) may be issued certifying container hygiene prior to loading.
Papua New Guinea can issue variations of import permits with different treatment requirements. Exporters should check the permit for confirmation of any treatment details.

Containerised and bulk hay is to be fumigated with Methyl bromide at 40 grm/m3 for 12 hours at 21 degrees Celsius or above.

For bulk consignments the ship's holds or containers must be sanitised with an insecticide prior to loading.

The exporter is to provide evidence attesting to the treatment and present it to the Authorised Officer at the time of inspection.
