Consignments are to be free from pests, soil, weed seeds and extraneous material.

National Agriculture Quarantine & Inspection Authority (NAQIA) advised that the products listed below are exempt from the phytosanitary certification and pre-shipment treatment requirements while PQC 76 and PQC 74 are being reviewed. This means that the products listed below do not require inspection by an Authorised Officer or issuance of an export permit or a phytosanitary certificate regardless of any phytosanitary certification and treatment requirements specified on the import permit. The official exemption letter overrides any import permit requirements.

Exporters must provide NAQIA with a container treatment certificate (where applicable) and any relevant manufacturer’s declarations outlining product processing that demonstrates the commodities have been processed to the point where they do not remain capable of being infested with quarantine pests (and are of the type listed at Category 1 of ISPM 32). 


This Micor case applies to products exported under an import permit referring to PQC 74 or 76 (Starch and other flour packed in bags). This includes:
  • Starch
  • Flour
  • Corn flour
  • Dry yeast
  • Scone mixes
  • Maize flour
  • Icing mixes
  • Filling mixes
  • Cake or slice mixes
  • Muffin mixes
  • Custard mixes
  • Baking powders
  • Bread improvers
  • Hulled Sesame seeds
  • Cinnamon - ground
  • Wheaten cornflour
  • Potato flakes
  • Peanuts - granulated
  • Bakery compounds
If a product on an import permit referencing PQC 74 or 76 is not listed above, please contact the Grain and Seed Export Program at Grain.Export@aff.gov.au.

If the import permit refers to another PQC, please refer to the relevant Micor case. If the import permit does not refer to any PQC, no phytosanitary certificate is to be issued.

Note: Import permits covering multiple commodities may refer to more than one PQC, or refer to PQCs for only some of the commodities listed. It is the exporter's responsibility to provide the PQC referenced in the import permit for review. It is possible that a PQC referenced in an import permit is not applicable for the above products; if so, it can be disregarded for the above products.

Consignments are to be packed in clean, new packaging not used previously for other purposes.

It is the exporter's responsibility to ensure a manufacturer's declaration attesting to manufacturing processes is affixed to the consignment.

If stated by the import permit, product must be loaded into vacuumed and steam cleaned containers surface sprayed with permenthrin at a 2.5% w/v concentration.

Exporters are to provide a combination of a treatment certificate and a container cleanliness certificate issued by the treatment provider/supplier of the container, or an exporter declaration, stating that the container has been vacuumed and steam cleaned, and surface sprayed with permenthrin at a 2.5% w/v concentration.

If stated by permit, consignments must be accompanied by manufacturer's declaration outlining product processes. Exporters should refer to permit for declaration requirements.
