Consignments are to be free from pests, soil, weed seeds and extraneous material.


A copy of the import permit must be presented to an Authorised Officer at the time of inspection.

Explanation of the endorsements:

Endorsement 661:

Karnal bunt (Tilletia indica) is not known to occur in Australia.Freedom from this pest may be endorsed without any supporting evidence.

Pakistan requires absolute freedom from Ryegrass bunt (Tilletia walkeri). A laboratory analysis certificate must be provided as evidence for endorsing freedom from this pest.

Pakistan requires substantial freedom from the following pests. Visual inspection by an Authorised Officer is sufficient to endorse freedom from these pests. The tolerance level for each pest is as below:

 

  • Ergot (Claviceps purpurea) – 0.05%
  • Ear cockle (Anguina tritici) – 10 or less galls per half litre sample
  • Sunn pest (Eurygaster spp) – Nil tolerance Loose smut (Ustaliago tritici) – 3 counts per half litre of sample
  • Witchweeds (Striga spp) – 0.5% or less on weight basis

 

An area freedom certificate or a laboratory analysis certificate (showing substantial freedom) is required for the following pests:

 

  • Glume rot (Pseudomonas syringae pv. atrofaciens)
  • Bacterial wilt (Corynebacterium tritici)

 

 

A laboratory analysis certificate is required to endorse freedom from Pakistan's quarantine and exotic weed seeds and toxic and harmful seeds listed in the International Standard (ISO Standard 7970). Overall weed seeds contamination including Pakistan's quarantine weed seeds and toxic and harmful seeds must be 0.5% or less.

Note:

  • Maximum permissible level for each of any individual toxic seeds is 0.05% or below.
  • The overall tolerance for all weeed seeds is 0.5% or below.
  • Laboratory test result must be presented to ensure the cumulative total percentage of Pakistan's quarantine weed seeds and toxic and harmful weed seeds in the consignment is 0.5% or below and the contamination level by each of any individual toxic seed is 0.05% or below.

 

Consignments are to be fumigated with phosphine at:

  • 3 grm/m3 for 10 days at 15 degrees Celsius or above.

OR

  • 1.5 grm/m3 for 7 days at 25 degrees Celsius or above

OR

  • 1.5 grm/m3 for 10 days at 15-25 degrees Celsius.

Details of treatment to be endorsed on the phytosanitary certificate in the treatment section.
 

The exporter is to provide evidence attesting to the treatment and present it to the Authorised Officer at the time of inspection.

In-transit fumigation:

In-transit phosphine fumigation details may be endorsed on the phytosanitary certificate in the treatment section as follows:

“THE ALUMINIUM PHOSPHIDE FUMIGATION OF [commodity] ONBOARD [enter vessel name] WAS CONDUCTED IN-TRANSIT BY A LICENSED FUMIGATOR AT [dosage] GRM/M3 FOR [number of days] DAYS [OR MORE] AT [temperature] DEGREES CELSIUS."

The date to be entered into the Start and End Date fields in the Treatment section of EXDOC (same date into both fields) is the date the tablets/pellets/sleeves are placed into the vessel holds.

The exporter is to provide evidence attesting to the treatment and present it to the department at time of authorisation.

Details of treatment to be endorsed on the phytosanitary certificate in the treatment section.

For treatment, which is not undertaken onshore, prior to departure, the licensed fumigator/exporter is to provide the Grain and Seed Export Program Grain.Export@aff.gov.au with:

  • permit issued by the APVMA allowing use of fumigant in-transit
  • fumigation plan including:
    • re-circulation method and monitoring lines and their locations
    • method of sealing holds during fumigation
    • method of clearing the fumigant from the consignment
    • method used to provide gas free certification
    • proposed dosage (grm/m3), temperature (degrees Celsius), and duration of treatment (days) in accordance with NPPO import conditions
    • vessel name, destination and holds loaded
    • commodity and quantity
    • signed and dated by the treatment provider or a management representative
A treatment certificate from the licensed fumigator containing the following information must be provided to the department at the time of requesting authorisation:
  • proposed dosage (grm/m3), temperature (degrees Celsius), and duration of treatment (days) in accordance with NPPO import conditions
  • vessel name, destination and holds loaded
  • commodity and quantity
  • signed by a licensed fumigator with contact details provided.
Note:
  • In-transit phosphine fumigation may only be undertaken when approved by the destination country.
  • If treatment is to be undertaken in-transit, consignment must be found free of live insects during phytosanitary inspection.
  • Fumigator must submit the Fumigation Plan to the Grain and Seed Export Program (Grain.Export@aff.gov.au) for approval before undertaking in-transit phosphine fumigation to meet importing country's quarantine requirement.

 

The exporter is to provide evidence attesting to the treatment and present it to the department at time of authorisation.


Note:

  • The Department of Agriculture, Water and the Environment negotiated with Pakistan to allow fumigation with phosphine at Australian approved label rates. Australian consignments of wheat can be fumigated with phosphine at Australian label rates regardless of any statement on the import permit.

Option 1 (EXDOC Endorsement 661)

2) The consignment was found free through official testing and inspection procedure of Ryegrass bunt (Tilletia walkeri),

3) The consignment was found substantially free through official testing and inspection procedure of Glume rot (Pseudomonas syringae pv. atrofaciens), Bacterial wilt (Corynebacterium tritici), Loose smut (Ustaliago tritici),  Ergot (Claviceps pupurea), Sunn pest (Eurygaster spp), Witchweed (Striga spp), Ear cockle (Anguina tritici), toxic, harmful and quarantine weed seeds.
