Consignments are to be free from pests, soil, weed seeds and extraneous material.


A copy of the import permit must be presented to an Authorised Officer at the time of inspection.


Consignments are to be packed in clean, new packaging clearly labelled with full botanical name.

If stated by import permit each consignment must be accompanied by a seed testing report attesting to germination percentage, presence of seeds of other varieties, seeds of other crops, seeds of weeds, inert matter percentage.

Exporters are to ensure that the consignment does not contain any genetically modified product.

Additional declarations are to be endorsed on the phytosanitary certificate if specified on the import permit.

Explanation of the endorsements

Endorsement 1771:
  • Karnal bunt (Tilletia indica) and Bacterial blight of barley (Xanthomonas translucens) are not known to occur in Australia. No evidence is required to endorse freedom from these pests.
  • Representative samples must be inspected and found free of Rye ergot (Claviceps purpurea). Visual inspection by the Authorised Officer is sufficient to endorse freedom from this pest.
  • A laboratory analysis certificate is required to endorse freedom from Wheat nematode (Anguina tritici), Loose smut (Ustilago nuda), Bacterial wilt (Corynebacterium spp) and Basal glume rot (Pseudomonas atrofaciens).

  • Karnal bunt (Tilletia indica) and Bacterial blight of barley (Xanthomonas translucens) are not known to occur in Australia. No evidence is required to endorse freedom from these pests.

  • A crop inspection report is required to endorse freedom from Wheat nematode (Anguina tritici), Loose smut (Ustilago nuda), Bacterial wilt (Corynebacterium spp) and Basal glume rot (Pseudomonas atrofaciens).
Endorsement 8378:
  • Representative samples must be inspected and found free from evidence of any species of Trogoderma (whether live, dead or exuviae) and weed seeds of biosecurity concern to Pakistan. Visual inspection by the Authorised Officer is sufficient to endorse this statement.
  • A laboratory analysis certificate is required to endorse freedom from Leaf blight (Alternaria triticina), Ergot (Clavicep purpurea), Stewart's disease (Pantoea stewartii), Bacterial sheath rot (Pseudomonas fuscovaginae), Bud rot (Gibberella avenacea), Bacterial blight of barley (Xanthomonas translucens), Bacterial blight (Pseudomonas syringae), Black rot (Xanthomonas campestris), Wheat streak mosaic virus, Soil-born wheat mosaic virus, Wheat spindle streak mosaic virus, Yellow mosaic virus and Rice black streaked dwarf virus.   
Where applicable, the exporter is to provide evidence attesting to the endorsement and present it to the Authorised Officer at the time of inspection.

If required by the import permit, consignments are to be treated with an appropriate fungicide as per manufacturer's label requirements.

3) A representative sample was found free through laboratory testing of Wheat nematode (Anguina tritici), Loose smut (Ustilago nuda), Bacterial wilt (Corynebacterium spp) and Basal glume rot (Pseudomonas atrofaciens).

Option 2 (EXDOC Endorsement 3378)
1) Karnal bunt (Tilletia indica) and Bacterial blight of barley (Xanthomonas translucens) are not known to occur in Australia,
2) A representative sample was inspected and found free of Rye ergot (Claviceps purpurea),
3) Crop was inspected during active growth and found free of Wheat nematode (Anguina tritici), Loose smut (Ustilago nuda), Bacterial wilt (Corynebacterium spp) and Basal glume rot (Pseudomonas atrofaciens).

Option 3 (EXDOC Endorsement 8378)
1) Representative samples were inspected and found free from evidence of any species of Trogoderma (whether live, dead or exuviae) and weed species in Pakistan’s list of weeds of biosecurity concern,
2) The plant products were tested and found free from Leaf blight (Alternaria triticina), Ergot (Clavicep purpurea), Stewart's disease (Pantoea stewartii), Bacterial sheath rot (Pseudomonas fuscovaginae), Bud rot (Gibberella avenacea), Bacterial blight of barley (Xanthomonas translucens), Bacterial blight (Pseudomonas syringae), Black rot (Xanthomonas campestris), Wheat streak mosaic virus, Soil-born wheat mosaic virus, Wheat spindle streak mosaic virus, Yellow mosaic virus and Rice black streaked dwarf virus.
