Consignments are to be free from pests, soil, weed seeds and extraneous material including impurities, dust stones, soil lumps, fungus gals and plant debris. The requirement "Should also be absolutely free from soil, dust and soil lumps" is covered by the standard endorsement on the phytosanitary certificate.
 

A copy of the import permit must be presented to an Authorised Officer at the time of inspection.


Consignment must be packed in new packaging not previously used for any purpose labelled with the full botanical name.
 

 
Explanation of the endorsement
 
 
Endorsements 5679 and 8443:
 
  • Only required if listed in the import permit; if no additional declaration is indicated in the import permit, a phytosanitary certificate with no additional declaration is to be issued.
     
  • Lucerne weevil (Hypero postica) is not known to occur in Australia. No evidence is required to endorse freedom from this pest.
  • Visual inspection by an Authorised Officer is sufficient for endorsing freedom from Alfalfa seed chalcid (Bruchophagus roddi).
     
Endorsement 5679:
 
  • A laboratory testing certificate is required to endorse freedom from Bacterial wilt (Clavibacter michiganensis pv. insidiosus).
     
Endorsement 8443:
 
  • A crop inspection report is required to endorse freedom from Bacterial wilt (Clavibacter michiganensis pv. insidiosus).
Where applicable, the exporter is to provide evidence attesting to the endorsement and present it to the Authorised Officer at the time of inspection.


Note: Clavibacter michiganensis pv. insidiosus is a synonym of Clavibacter insidiosus.

 

Non-GMO certification

If certification is required (refer to import permit/NPPO notification), the exporter is responsible for ensuring that the consignment is accompanied by a Certificate as to Condition attesting that the consignment has not been genetically modified.

If requested, a Certificate as to Condition (Grain - GX46/Horticulture - HX46) may be issued for the consignment if specifically supported from information supplied by the Office of the Gene Technology Regulator (OGTR) and where it is a government requirement of the importing country for non-GMO certification (refer to import permit/NPPO Notification).

The following text must be added to the additional declaration field when a GX46/HX46 template is added to the RFP:

The Office of the Gene Technology Regulator has advised the department that there has been no intentional release into the Australian environment of genetically modified product(s) listed on this certificate

 

Consignments are to be treated with an approved fungicide (excluding mercury compounds) at recommended manufacturer's requirements.
 

The exporter is to provide evidence attesting to the treatment and present it to the Authorised Officer at the time of inspection.

 

Details of treatment to be endorsed on the phytosanitary certificate in the treatment section.

Option 1 (EXDOC Endorsement 5679)
1) Lucerne weevil (Hypero postica) is not known to occur in Australia,
2) A representative sample was inspected and found free of Alfalfa seed chalcid (Bruchophagus roddi),
3) A representative sample was found free through laboratory testing of Bacterial wilt (Clavibacter michiganensis pv. insidiosus).

Option 2 (EXDOC Endorsement 8443)
1) Lucerne weevil (Hypero postica) is not known to occur in Australia,
2) A representative sample was inspected and found free of Alfalfa seed chalcid (Bruchophagus roddi),
3) The crop was inspected during active growth and found free of Bacterial wilt (Clavibacter michiganensis pv. insidiosus).
