Consignments are to be free from pests, soil, weed seeds and extraneous material.


A copy of the import permit must be presented to an Authorised Officer at the time of inspection.


Pakistan import permits may be isued with varying additional declaration and treatment requirements. Exporters must refer to the import permit to verify requirements for their consignment.

Where applicable, the exporter is to provide evidence attesting to the endorsement and present it to the Authorised Officer at the time of inspection.


Pakistan's import permits may be issued with varying additional declarations and methyl bromide treatment requirements. Exporters must refer to the import permit to verify endorsements required (if any) and methyl bromide treatment requirements for their consignment.

Explanation of the endorsements


Endorsement 5405:
  • The exporter must present a sampling and laboratory analysis certificate as evidence attesting to the endorsement.
  • The import permit may allow for fumigation in lieu of this requirement. If so, a phytosanitary certificate with treatment details (refer below) and no additional declaration should be requested.
Endorsement 5406:
  • The exporter must present an ISTA Orange International Seed Lot Certificate as evidence attesting to the endorsement.
  • The import permit may allow for fumigation in lieu of this requirement. If so, a phytosanitary certificate with treatment details (refer below) and no additional declaration should be requested.
Endorsement 5509:
  • Import permits requiring freedom from stated pests. Kharpa beetle (Trogoderma granarium) is not known to occur in Australia and Pseudomonas fluorescens is not seed-borne in barley. Freedom from these two pests may be endorsed without citing evidence.
  • The exporter must present a laboratory analysis certificate as evidence attesting to freedom from Ergot (Claviceps purpurea), Loose smut (Ustilago nuda) and Bacterial blight of barley (Xanthomonas translucens). 
Non-GMO certification

If certification is required (refer to import permit/NPPO notification), the exporter is responsible for ensuring that the consignment is accompanied by a Certificate as to Condition attesting that the consignment has not been genetically modified.

If requested, a Certificate as to Condition (Grain - GX46/Horticulture - HX46) may be issued for the consignment if specifically supported from information supplied by the Office of the Gene Technology Regulator (OGTR) and where it is a government requirement of the importing country for non-GMO certification (refer to import permit/NPPO Notification).

The following text must be added to the additional declaration field when a GX46/HX46 template is added to the RFP:

The Office of the Gene Technology Regulator has advised the department that there has been no intentional release into the Australian environment of genetically modified product(s) listed on this certificate
Fumigation or heat treatment is mandatory when consignments do not meet either Endorsements 5405 or 5406 or contain viable seeds.

Treatment is not required when consignments meet Endorsement 5509.

Consignments are to be fumigated with methyl bromide at:

  • 80 grm/m3 for 72 hours at 21 degree Celsius or above;

OR

  • 88 grm/m3 for 72 hours at 16-20.9 degree Celsius or above;

OR

  • 96 grm/m3 for 72 hours at 11-15.9 degree Celsius or above;

OR

  • 104 grm/m3 for 72 hours at 10-10.9 degree Celsius or above;

OR

Consignment subjected to moist heat treated at:

  • 95 degree Celsius at 50% relative humidity for 24 hours;

OR

  • 85 degree Celsius at 50% relative humidity for 48 hours.
OR
  • Consignments are to be fumigated with phosphine at recommended manufacturers requirements.

Note: Phosphine fumigation must be undertaken at 15 degrees Celsius or above.

The Department's minor use permit for Phosphine does not allow for Phosphine treatment periods of less than: 

  • 7 days when commodity temperature is above 25 degrees Celsius;
  • 10 days when commodity temperature is 15 degrees Celsius to 25 degree Celsius.

Australian label rates are sufficient to meet Pakistan's fumigation requirements of 1-2 g/ton for 3 -7 days exposure. This can be achieved by using 1.5 g/m3 phosphine gas.  

 
The exporter is to provide evidence attesting to the treatment and present it to the Authorised Officer at the time of inspection.

Option 1 (EXDOC Endorsement 5405)
1) A representative sample consisting of a minimum of 400 seeds in replicates of 100 were taken and subject to germination testing for 14 days and nil germination was observed.

Option 2 (EXDOC Endorsement 5406)
1) A representative sample using ISTA methodology was tested and showed nil germination after 14 days.

Option 3 (EXDOC Endorsement 5509)
1) Khapra beetle (Trogoderma granarium) is not known to occur in Australia,
2) Using official procedures, the consignment was found to be free of Pseudomonas fluorescens,
3) A representative sample was found free through laboratory testing of Ergot (Claviceps purpurea), Loose smut (Ustilago nuda) and Bacterial blight of barley (Xanthomonas translucens).
Import permits dated 27 November 2017, 4 May 2018,and 10 April 2026.
