Consignments are to be free from pests, soil, weed seeds and extraneous material.

A copy of the import permit must be presented to an Authorised Officer at the time of inspection.

'Lens esculenta' is a synonym of 'Lens culinaris'. Consignments listed under the name 'Lens culinaris' can be exported under this Micor case.

Pakistan import permits may be issued with varying additional declaration and treatment requirements. Exporters must refer to the import permit to verify requirements for their consignment.

Consignment should be free from stored grain pests and other impurities including pest eaten damaged seed.

"Pest eaten damaged seeds" is a commercial matter and does not apply to phytosanitary certification.

Consignments are also to be absolutely free from soil, dirt and soil lumps.

The requirement; "Should also be absolutely free from soil, dirt and soil lumps" is covered by the standard endorsement on the Phytosanitary Certificate.

If specified on the import permit, a laboratory analysis certificate stating that the percentage of weed seeds and foreign matter is not greater than 0.4% is required. If the import permit states certification of freedom from extraneous matter is required, a Certificate as to Condition (GX46) stating that extraneous material does not exceed 0.4% may be issued.

Explanation of the endorsements

Endorsements 5403, 7960, 7961, 6462, 7962 and 7963:
  • EXDOC Endorsements are only to be endorsed on the phytosanitary certificate when the import permit specifically states this requirement.
  • If the import permit does not require an additional declaration for specific pests or diseases, or if the additional declaration cannot be met and the import permit allows the option to render the consignment free of pests and diseases by appropriate treatment, a phytosanitary certificate with Nil Additional Declaration is to be issued.
  • Vascular wilt of lentils (Fusarium oxysporum f.sp. lentils) is not known to occur in Australia. No evidence is required for endorsing freedom from this pest. 
Endorsement 5403:
  • An area freedom certificate must be presented to the Authorised Officer at the time of inspection to endorse freedom from Lentil anthracnose (Colletotrichum truncatum).
  • Visual inspection of a representative sample by an Authorised Officer is sufficient to endorse freedom from Trogoderma spp.
Endorsement 7960: 
  • A crop inspection report must be presented to the Authorised Officer at the time of inspection to endorse freedom from Lentil anthracnose (Colletotrichum truncatum).
  • Visual inspection of a representative sample by an Authorised Officer is sufficient to endorse freedom from Trogoderma spp.
Endorsement 7961:
  • A laboratory analysis certificate must be presented to the Authorised Officer at the time of inspection to endorse freedom from Lentil anthracnose (Colletotrichum truncatum).
  • Visual inspection of a representative sample by an Authorised Officer is sufficient to endorse freedom from Trogoderma spp.
Endorsement 6462:
  • An area freedom certificate must be presented to the Authorised Officer at the time of inspection to endorse freedom from Lentil anthracnose (Colletotrichum truncatum).
  • Visual inspection of a representative sample by an Authorised Officer is sufficient to endorse freedom from Trogoderma spp and DPP regulated weed seeds.
Endorsement 7962:
  • A crop inspection report must be presented to the Authorised Officer at the time of inspection to endorse freedom from Lentil anthracnose (Colletotrichum truncatum).
  • Visual inspection of a representative sample by an Authorised Officer is sufficient to endorse freedom from Trogoderma spp and DPP regulated weed seeds.
Endorsement 7963:
  • A laboratory analysis certificate must be presented to the Authorised Officer at the time of inspection to endorse freedom from Lentil anthracnose (Colletotrichum truncatum).
  • Visual inspection of a representative sample by an Authorised Officer is sufficient to endorse freedom from Trogoderma spp and DPP regulated weed seeds.
Non-GMO certification

If certification is required (refer to import permit/NPPO notification), the exporter is responsible for ensuring that the consignment is accompanied by a Certificate as to Condition attesting that the consignment has not been genetically modified.

If requested, a Certificate as to Condition (Grain - GX46/Horticulture - HX46) may be issued for the consignment if specifically supported from information supplied by the Office of the Gene Technology Regulator (OGTR) and where it is a government requirement of the importing country for non-GMO certification (refer to import permit/NPPO Notification).

The following text must be added to the additional declaration field when a GX46/HX46 template is added to the RFP:

The Office of the Gene Technology Regulator has advised the department that there has been no intentional release into the Australian environment of genetically modified product(s) listed on this certificate.

Exporters must refer to the import permit to determine the treatment requirements. 

Treatment is mandatory to render the consignment free of pests and diseases specified on the import permit as well as any viable seeds, including viable lentil seeds and weed seeds, and extraneous plant material. 

The name of the fumigation facility should not be included in the phytosanitary certificate, regardless of the text on the import permit.

Consignments are to be fumigated with methyl bromide at:

  • 80 grm/m3 for 72 hours at 21 degrees Celsius or above;

OR

  • 88 grm/m3 for 72 hours at 16-20.9 degrees Celsius or above;

OR

  • 96 grm/m3 for 72 hours at 11-15.9 degrees Celsius or above;

OR

  • 104 grm/m3 for 72 hours at 10-10.9 degrees Celsius or above;

OR

  • 32 grm/m3 for 24 hours at 21 degrees Celsius or above;

OR

  • 40 grm/m3 for 24 hours at 16-20.9 degrees Celsius;

OR

  • 48 grm/m3 for 24 hours at 11-15.9 degrees Celsius;

OR

  • 56 grm/m3 for 72 hours at 10-10.9 degrees Celsius;

OR

Consignments are to be subjected to moist heat treatment at:

  • 95 degrees Celsius at 50% relative humidity for 24 hours;

OR

  • 85 degrees Celsius at 50% relative humidity for 48 hours;

The exporter is to provide evidence attesting to the treatment and present it to the Authorised Officer at the time of inspection.

2) A representative sample was tested and found free of Lentil anthracnose (Colletotrichum truncatum),
3) A representative sample was inspected and found to be free of Trogoderma spp.

Option 4 (EXDOC Endorsement 6462)
1) Vascular wilt of lentils (Fusarium oxysporum f.sp. lentils) is not known to occur in Australia,
2) The crop was produced in an area free of Lentil anthracnose (Colletotrichum truncatum),
3) A representative sample was inspected and found to be free of Trogoderma spp and DPP regulated weed seeds.

Option 5 (EXDOC Endorsement 7962)
