Consignments are to be free from pests, soil, weed seeds, evidence of disease and extraneous material including other plant materials.

A copy of the import permit must be presented to an Authorised Officer at the time of inspection.


Where applicable, the exporter is to provide evidence attesting to the endorsement and present it to the Authorised Officer at the time of inspection.


Consignments are to be packed in new, clean packaging clearly labelled with botanical name.

Explanation of the endorsements:

Pakistan import permits may be issued with varying additional declarations requirements. Exporters must refer to the import permit and confirm the interpretation of the import permit with their importers in Pakistan as required to verify requirements for their consignments.

Endorsement 2966:

The below is not present in Australia, no evidence needs to be cited to endorse freedom:
  • Downy mildew of sunflower (Plasmopora halstedii)
  • Sunflower yellow blotch virus
  • Sunflower leaf crinkle virus
  • Larger cabinet beetle (Trogoderma versicolor)
  • Sunflower mosaic virus
Visual inspection by the Authorised Officer is sufficient to endorse freedom from:
  • Bruchids (Bruchidius spp)
  • Sunflower broomrape (Orobanche cumana)
Laboratory analysis report is to be presented as evidence to endorse freedom from the below:
  • Sunflower rust (Puccinia heliathi)
  • Septoria leaf spot of sunflower (Septoria helanthi)
  • Verticillium wilt (Verticillium spp)
  • Sclerotinia stem rot (Sclerotinia sclerotiorium)
Endorsement 7319:
  • Endorsement 2966 requirements for evidence also applies to this endorsement.
  • Visual inspection by an Authorised Officer is sufficient for endorsing freedom from DPP weed seeds.

Non-GMO certification

If certification is required (refer to import permit/NPPO notification), the exporter is responsible for ensuring that the consignment is accompanied by a Certificate as to Condition attesting that the consignment has not been genetically modified.

If requested, a Certificate as to Condition (Grain - GX46/Horticulture - HX46) may be issued for the consignment if specifically supported from information supplied by the Office of the Gene Technology Regulator (OGTR) and where it is a government requirement of the importing country for non-GMO certification (refer to import permit/NPPO Notification).

The following text must be added to the additional declaration field when a GX46/HX46 template is added to the RFP:

The Office of the Gene Technology Regulator has advised the department that there has been no intentional release into the Australian environment of genetically modified product(s) listed on this certificate

Option 1 (EXDOC Endorsement 2966)
1) Downy mildew of sunflower (Plasmopora halstedii), Sunflower yellow blotch virus, Sunflower leaf crinkle virus, Sunflower mosaic virus and Larger cabinet beetle (Trogoderma versicolor) are known not to occur in Australia,
2) A representative sample was inspected and found free of Bruchids (Bruchidius spp) and Sunflower broomrape (Orobanche cumana),
3) A representative sample was found free through laboratory testing of Sunflower rust (Puccinia heliathi), Septoria leaf spot of sunflower (Septoria helanthi), Verticillium wilt (Verticillium spp) and Sclerotinia stem rot (Sclerotinia sclerotiorium).

Option 2 (EXDOC Endorsement 7319)
1) Downy mildew of sunflower (Plasmopora halstedii), Sunflower yellow blotch virus, Sunflower leaf crinkle virus, Sunflower mosaic virus and Larger cabinet beetle (Trogoderma versicolor) are known not to occur in Australia,
2) A representative sample was inspected and found free of Bruchids (Bruchidius spp) and Sunflower broomrape (Orobanche cumana),
3) A representative sample was found free through laboratory testing of Sunflower rust (Puccinia heliathi), Septoria leaf spot of sunflower (Septoria helanthi), Verticillium wilt (Verticillium spp) and Sclerotinia stem rot (Sclerotinia sclerotiorium).
4) A representative sample was inspected and found to be free of DPP regulated weed seeds.
