Consignments are to be free from pests, soil, weed seeds and extraneous material.


A copy of the import permit must be presented to an Authorised Officer at the time of inspection.


Pakistan import permits may be issued with varying additional declaration and treatment requirements. Exporters must refer to the import permit to verify requirements for their consignment.

Where applicable, the exporter is to provide evidence attesting to the endorsement and present it to the Authorised Officer at the time of inspection.


Explanation of the endorsements

Nil Endorsement:

If indicated by import permit, treatment can be performed in lieu of germination testing. If this is the case and no endorsement for freedom from other pests is required by the import permit, phytosanitary certificate endorsing treatment and no additional declaration is to be issued.

Endorsement 1169:

The exporter must present a laboratory analysis certificate as evidence attesting to freedom from Bunted wheat nematode (Anguina tritici), Rye ergot (Claviceps purpurea), Loose smut (Ustilago nuda), Basal wheat glume rot (Pseudomonas atrofaciens), Bacterial blight of barley (Xanthomonas translucens) and Bacterial wilt (Corynebacterium spp).
Endorsement 7542:

The exporter must present a sampling and laboratory analysis certificate as evidence attesting to the endorsement.

Endorsement 7543:

The exporter must present an ISTA Orange International Seed Lot Certificate as evidence attesting to the endorsement.

Treatment is not required when consignments were subject to germination testing and are able to meet either Endorsements XXXX or YYYY.

Fumigation or heat treatment is mandatory when consignments do not meet either Endorsements XXXX or YYYY or contain viable seeds.

Relevant to import permits requiring nil germination and the exporter is unable to meet the germination testing requirements, consignments are to be fumigated with methyl bromide at:


  • 80 grm/m3 for 72 hours at 21 degree Celsius or above;

OR

  • 88 grm/m3 for 72 hours at 16-20.9 degree Celsius or above;

OR

  • 96 grm/m3 for 72 hours at 11-15.9 degree Celsius or above;

OR

  • 104 grm/m3 for 72 hours at 10-10.9 degree Celsius or above;

OR

Consignment subjected to moist heat treated at:

  • 95 degree Celsius at 50% relative humidity for 24 hours;

OR

  • 85 degree Celsius at 50% relative humidity for 48 hours.

The exporter is to provide evidence attesting to the treatment and present it to the Authorised Officer at the time of inspection.

Option 1 (Endorsement 1169)
1) A representative sample was found free through laboratory testing of Bunted wheat nematode (Anguina tritici), Rye ergot (Claviceps purpurea), Loose smut (Ustilago nuda), Basal wheat glume rot (Pseudomonas atrofaciens), Bacterial blight of barley (Xanthomonas translucens) and Bacterial wilt (Corynebacterium spp).

Option 2 (EXDOC Endorsement 7542)
1) A representative sample consisting of a minimum of 400 seeds in replicates of 100 were taken and subject to germination testing for 14 days and nil germination was observed.

Option 3 (EXDOC Endorsement 7543)
1) A representative sample using ISTA methodology was tested and showed nil germination after 14 days.
Import permit dated 2 August 2012 and 27 March 2023.
