This ICR also applies to wheat pellets, Mill Mix Pellet and Mill Mix Pellet with molasses in accordance with sections 7.3, 7.5 & 7.6 of the MPI Import Health Standard.
No import permit is required for products exported under Section 7.3 of the MPI Import Health Standard. Products exported under sections 7.5 & 7.6 require an import permit. If an import permit is required, a copy of the import permit is to be provided to the Authorised Officer at time of inspection.
Explanation of the endorsements
Where applicable, the exporter is to provide evidence attesting to the endorsement and present it to the Authorised Officer at the time of inspection.
Exporters are to refer to the import permit to verify additional declaration requirements.
Endorsements relating to the inspection of a representative sample of the consignment are to be based on the results of the Authorised Officer visual inspection. If whole seeds are detected during Authorised Officer inspection, devitalisation treatment or seed viability testing will be required.
- Applies to bulk product exported in accordance with Section 7.5 of the MPI Import Health Standard.
- Applies to bagged product exported in accordance with Section 7.5 of the MPI Import Health Standard.
- Applies to bagged product exported in accordance with Section 7.6 of the MPI Import Health Standard.
- The exporter must provide a manufacturer's declaration as evidence that the product in the consignment has been through a pelleting or extruding process that has raised the core temperature of the consignment to at least 85 degrees Celsius for a minimum of 30 seconds.
Endorsement 7280:
- Applies to bagged product exported in accordance with Section 7.6 of the MPI Import Health Standard.
- The exporter must provide a manufacturer's declaration or a treatment certificate certifying that each ingredient of the product in the consignment has undergone a heating/cooking process that has raised the core temperature to at least 85 degrees Celsius for a minimum of 30 seconds or been irradiated at a dose of 25 kGy.
Endorsement 6854:
- Applies to bagged product exported in accordance with Section 7.3 of the MPI Import Health Standard.
- The exporter must provide a manufacturer's declaration as evidence that the product in the consignment has been through a pelleting or extruding process that has raised the core temperature of the consignment to at least 85 degrees Celsius for a minimum of 30 seconds.
It is the exporter's responsibility to ensure that consignments are to be accompanied by an original Manufacturer's Certificate declaring the following:
- Name and address of manufacturer (company letterhead)
- Name and address(s) of the mill/factory(s) if different from the manufacturer
- Name and address of exporter (if different)
- Date
- Name of product
- Details relating the statement/declaration to the product e.g. air waybill, bill of lading, container no., or batch/serial no. or invoice
- Signature of a responsible person within the company.
Bagged pelleted products are exempt from fumigation requirements. Loose, bulk consignments must be treated. Fumigation must be with phosphine or methyl bromide at the following prescribed rates except when an import permit states otherwise. The fumigation certificate must state the fumigant used and the rate used. Fumigation given prior to shipment must be carried out no more than 21 days prior to shipment.
Phosphine (prior to shipment or in transit):
Fumigation can be carried out prior to shipment or may be carried out with phosphine generating products e.g. tablets, pellets, sachets or blankets introduced with the product into the sealed container or ships' hold to be effective during the journey (the ships' master must be notified).
One of the rates listed below must be used when using phosphine generating products. Three days must be added if the fumigant is surface applied in trays. One day less may be subtracted for cylinderised phosphine gas application completed prior to shipment. The fumigation certificate must state the method of application and clearly state whether the consignment was exposed to the fumigant before the voyage with the fumigant removed, or whether the application was with tablets, pellets, sachets or blankets introduced with the product into the sealed container or ships' hold to remain there for the journey.
Phosphine application is based on the internal volume of the enclosure.
- 13 days at 1grm/m3 at 15-20 degrees Celsius;
- 10 days at 1grm/m3 at 20-25 degrees Celsius;
OR
- 6 days at 1grm/m3 at 25-29 degrees Celsius;
OR
- 5 days at 1grm/m3 at 30+ degrees Celsius;
OR
- 12 days at 2grm/m3 at 15-20 degrees Celsius;
OR
- 9 days at 2grm/m3 at 20-25 degrees Celsius;
OR
- 5 days at 2grm/m3 at 25-29 degrees Celsius;
OR
- 4 days at 2grm/m3 at 30+ degrees Celsius.
The exporter is to provide evidence attesting to the treatment and present it to the department at time of authorisation.
Methyl bromide (prior to shipment):
One of the following rates (at atmospheric pressure) must be used.
- 48grm/m3 for 24 hours at 10-15 degrees Celsius;
OR
- 40grm/m3 for 24 hours at 16-20 degrees Celsius;
- 32grm/m3 for 24 hours at 21+ degrees Celsius.
If treatment is undertaken onshore prior to export, the exporter is to provide evidence attesting to the treatment and present it to the Authorised Officer at the time of inspection.
Details of treatment to be endorsed on the phytosanitary certificate if required by the import permit.
In-transit insecticide treatment
In-transit insecticide treatment in lieu of fumigation is only permitted if import permit grants equivalence to the fumigation requirements in 3.1.6 and 3.2.3 of the MPI Import Health Standard.
Consignments must be accompanied by a treatment certificate declaring that:
- All vents and door seals have been sprayed with a residual insecticide after loading;
AND
- An insecticide product has been set for discharge during shipment of this product to New Zealand.
Details of treatment to be endorsed on the phytosanitary certificate if required by the import permit.

2) The products in this consignment do not contain any ingredients which were processed in premises where ruminant protein (except dairy product) is stored, used or processed,
3) The products in this consignment have been through a pelleting or extruding process that has raised the core temperature of the product to at least 85 degrees Celsius for a minimum of 30 seconds,
4) A representative sample of the product in this consignment has been inspected and found free of viable seeds,
5) A representative sample of this consignment has been inspected after processing in accordance with appropriate official procedures, and found free from contamination by any unprocessed plant material, vermin, birds, faecal material and visually detectable regulated pests,
6) The product in this consignment has been stored in substantially bird-proof buildings or bird-proof storage houses, and transported to the exit port prior to loading, in a manner to prevent contamination with any unprocessed plant material, vermin, birds, faecal material and visually detectable regulated pests.
