Consignments are to be free from pests, soil, weed seeds and extraneous material.


This ICR refers to Solanum tuberosum plants in tissue culture exported from NZ MPI non-accredited facilities.

A copy of the import permit must be presented to an Authorised Officer at the time of inspection.


All import permit applications must include a signed declaration that the solanum tuberosum plants in tissue culture are not genetically modified organisms, as defined by the New Zealand Hazardous substances and New Organisms Act 1996.

Exporter to provide evidence attesting to the endorsement and to present to the Authorised Officer at time of inspection.

Plants in tissue culture must be produced in a facility under conditions that prevent contamination with regulated pests (see section 2.2.2.2 of the IHS).

Cultures imported in growing media must have been grown in the vessel in which they are imported. The container must be pest-proof, rigid and either clear plastic or glass. The culture must not contain antibiotics or fungicides.

The tissue culture medium must not contain charcoal.

Each tissue culture plant must be exported to New Zealand in a separate container.

The number of flasks / tubs / tubes in the consignment are to be declared on the phytosanitary certificate at all times.

LABELLING: All flasks / tubs / tubes of cultures in the consignment must be clearly identified with their scientific name (genus and species).

Tissue cultures must be deflasked into a post-entry quarantine greenhouse - level 3B - for a quarantine period of at least 3 months and inspected and tested for pests of concern.

Where cultures are from different clonal lines, each line must be tested in post-entry quarantine.

Explanation of endorsements

For cultures derived from plants tested by PCR and found free from PSTVd, endorsement 5735 or 5738 applies.

For cultures derived from parent stock sourced from a pest free area, free from potato spindle tuber viriod, endorsements 5736 or 5739 applies.

For cultures derived from parent stock sourced from a pest free place of production, free from Potato spindle tuber viroid, endorsements 5737 or 5741 applies. 

For plantlets exported in growing media, endorsements 5735, 5736 or 5737 applies.

For plantlets recently removed from growing media, endorsements 5738, 5739 or 5741 applies.
Option 1 (EXDOC Endorsement No 5735)
1) The tissue culture/plants in-vitro in this consignment, and the plants they were derived from, have only been grown in the country of origin, Australia, which is free from Xylella fastidiosa.
2) The cultures have been derived from parent stock tested by PCR and found free from Potato spindle tuber viroid.

Option 2 (EXDOC Endorsement No 5736)
1) The tissue culture/plants in-vitro in this consignment, and the plants they were derived from, have only been grown in the country of origin, Australia, which is free from Xylella fastidiosa.
2) The cultures have been derived from parent stock sourced from a pest free area, free from Potato spindle tuber viroid.

Option 3 (EXDOC Endorsement No 5737)
1) The tissue culture/plants in-vitro in this consignment, and the plants they were derived from, have only been grown in the country of origin, Australia, which is free from Xylella fastidiosa.
2) The cultures have been derived from parent stock sourced from a pest free place of production, free from Potato spindle tuber viroid.

Option 4 (EXDOC Endorsement No 5738)
1)The tissue culture/plants in-vitro in this consignment, and the plants they were derived from, have only been grown in the country of origin, Australia, which is free from Xylella fastidiosa.
2) The cultures have been derived from parent stock tested by PCR and found free from Potato spindle tuber viroid,
3) The plantlets were removed from the original culture container(s) in which they were grown, not more than 48 hours before export, and have not been in contact with any other growing media.

Option 5 (EXDOC Endorsement No 5739)
1)The tissue culture/plants in-vitro in this consignment, and the plants they were derived from, have only been grown in the country of origin, Australia, which is free from Xylella fastidiosa.
2) The cultures have been derived from parent stock sourced from a pest free area, free from Potato spindle tuber viroid,
3) The plantlets were removed from the original culture container(s) in which they were grown, not more than 48 hours before export, and have not been in contact with any other growing media.

Option 6 (EXDOC Endorsement No 5741)
1)The tissue culture/plants in-vitro in this consignment, and the plants they were derived from, have only been grown in the country of origin, Australia, which is free from Xylella fastidiosa.
2) The cultures have been derived from parent stock sourced from a pest free place of production, free from Potato spindle tuber viroid,
