Consignments are to be free from pests, soil, weed seeds and extraneous material.


A copy of the import permit must be presented to an Authorised Officer at the time of inspection.


The phytosanitary certificate must be accompanied with the import permit and a manufacturer's certificate explaining the details of process to produce the product.

This ICR applies to the following products derived of plant origin covered by clause 2.1 of the Fertilisers and growing media of plant origin IHS:  
  • Processed fertilisers
  • growing media
  • bioremediation products
For products that contains or suspected to contain viable seed must be heat treated to one of the following schedules:
  • heat treatment by raising the core temperature of the product to a minimum of 85 degrees Celsius for at least 15 hours at approximately 40% relative humidity; or
  • autoclaving at 120 degrees Celsius core temperature for 30 minutes at 100kPa. 
The heat treatment is only required if viable seeds have been detected in the consignment.

A treatment certificate is only required if viable seeds have been detected in the product and details of the treatment are not recorded on the phytosanitary certificate.

If treatment is required, the exporter is to provide evidence attesting to the treatment and present it to the Authorised Officer at the time of inspection.

Details of treatment to be endorsed on the phytosanitary certificate in the treatment section.
 Alternatively, a treatment certificate may be attached to the phytosanitary certificate.
