New Zealand restricts the entry of citrus to the following species:
  • Citrus latifolia (Tahitian lime),
  • Citrus limon (lemon),
  • Citrus paradisi (grapefruit),
  • Citrus reticulata (mandarin/tangerine),
  • Citrus sinensis (orange),
  • Citrus reticulata x paradisi (tangelo)
  • Citrus reticulata x sinensis (tangor)

Consignments must meet the requirements of the Export Plan for fresh produce from Australia to New Zealand. The Export Plan is available through Micor Plants in the Documents section. Access is restricted and requires a logon.

Consignments are to be free from pests, soil, weed seeds and extraneous material.

Exporters may choose to use the following contaminant tolerances during phytosanitary inspection as referred to in the Import Health Standard 152.02. The permitted tolerances are for a 600-unit sample.

  • 25g of soil
  • 12 leaves  
  • 8 regulated weed seeds

All citrus, as listed above, exported to New Zealand must:

  • have had a measure applied for Phyllosticta citricarpa (Citrus black spot) of either:
    • being sourced from a pest free area (NSW, VIC, SA, WA, TAS, NT); OR
    • in-field controls (at an accredited property)

AND

  • have had a measure applied for fruit flies of either:
    • being sourced from a pest free area (Riverland, TAS)

OR

    • cold treatment (onshore or in-transit)
OR
    • irradiation (onshore); (if irradiation for other pests treat the consignment at minimum dose of 400 Gy or 500 Gy)

Explanation of fruit fly pest free areas (PFAs)

The following areas are recognised as pest free areas for Queensland fruit fly (Bactrocera tryoni) and Mediterranean fruit fly (Ceratitis capitata):

  • Tasmania

AND

AND

  • the Ord River Irrigation area of Western Australia. Note: this is not a pest free area for Bactrocera spp. except B. tryoni.

Exporters sourcing fruit from the Riverland must present a State government certificate at the time of inspection which states all fruit was sourced from properties outside the suspension areas.

Exporters sourcing fruit from the Western Australia PFA must present a State government certificate at the time of inspection.

Explanation of endorsements

Explanations of EXDOC endorsement(s), and documents required for each endorsement are detailed in the Documents' section of MICoR.
Where applicable, the exporter is to provide evidence attesting to the endorsement and present it to the Authorised Officer at the time of inspection.
All treatments shall be carried out in accordance with the Export Plan.
Details of treatment to be endorsed on the phytosanitary certificate in the treatment section.

Note:
  • The onshore cold treatment temperature data (report) must be endorsed by the Authorised Officer (with the appropriate job function) to confirm that the treatment has been successful.
  • For onshore cold treatment the exporter is responsible to ensure that each consignment is accompanied with the onshore cold treatment data and onshore cold treatment calibration and re-calibration record/certificate as required by the protocol.
The proposed in-transit cold treatment schedule is to be shown on the Phytosanitary certificate as:
  • SUBJECT TO IN-TRANSIT COLD DISINFESTATION TREATMENT AT X DEGREES CELSIUS OR BELOW FOR X DAYS;

Note: Insert the applicable rate, standard or contingency, where the above examples have X.

On the RFP, select the treatment code 'INTRAN' and insert the selected treatment schedule as above in the details section. The date in which the container has been sealed is to be entered into the Start and End Date fields (same date into both fields).

Important: If the fruit temperature sensors have been calibrated to zero, an ITCT calibration certificate is not required.

If the fruit temperature sensors have not been calibrated to zero, the exporter is responsible for obtaining an ITCT calibration certificate from the department to provide to New Zealand MPI.

 Irradiation

  • Irradiated at 150Gy minimum absorbed dose.
  • Irradiated at 400Gy minimum absorbed dose.
  • Irradiated at 500Gy minimum absorbed dose. 

For irradiated product, the treatment is to be shown on the phytosanitary certificate as:

  • IRRADIATION AT MINIMUM 150 GRAY
OR
  • IRRADIATION AT MINIMUM 400 GRAY

OR

  • IRRADIATION AT MINIMUM 500 GRAY

For irradiated consignments - the treatment certificate is to accompany the consignment to New Zealand.

Reconditioning

Reconditioning treatments with methyl bromide must be conducted in accordance with the Acceptance of offshore methyl bromide fumigation treatments, found in the documents section of Micor.

For reconditioning fumigation treatments to be recognised by New Zealand, they must be listed on the phytosanitary certificate in the treatment section using the EXDOC treatment code RE-CON.

It is at the exporter's discretion on whether or not to put a reconditioning treatment on the phytosanitary certificate.
