Consignments are to be free from pests, soil, weed seeds and extraneous material.


A copy of the import permit must be presented to an Authorised Officer at the time of inspection.


Consignments must be accompanied by a signed manufacturer’s certificate with the following information:

  • Name and address of supplier (company letterhead)
  • Name and address of manufacturer (if different)
  • Date
  • Description or brand of product and processing involved
  • Heat treatment details

ICR applies to:
  • lucerne pellets exported for use as compost.

Consignments must undergo a heat treatment process reaching at least 85 degrees Celsius for 30 seconds.


The exporter is to provide evidence attesting to the treatment and present it to the Authorised Officer at the time of inspection.


Details of treatment to be endorsed on the phytosanitary certificate in the treatment section.

1) The consignment has been inspected in accordance with appropriate official procedures and found to be free of any visually detectable soil, contaminant animal or plant material and other extraneous matter.
