Narcotics Control Section requirements

The exporter must have met Australian requirements for the export of Cannabis sativa seed by being issued an export licence and permit by the Narcotics Control Section (ncs@health.gov.au). These documents must be presented to the Authorised Officer at the time of inspection.

Re-exported seed must meet New Zealand's additional declaration or treatment requirements. A re-export phytosanitary certificate (EX25) may be issued with no endorsement if:

  • The original phytosanitary certificate issued by the country of origin endorses the heat treatment and seed viability requirements
OR
  • The original phytosanitary certificate issued by the country of origin endorses the required pest free area additional declaration for Curvularia cymbopogonis, Leptosphaeria woroninii and Septoria cannabis
OR
  • The original phytosanitary certificate issued by the country of origin endorses the seed sampling and testing requirements
OR
  • the seed will be heat treated in a transitional facility in New Zealand to render them non-viable.

Where applicable, the exporter is to provide evidence attesting to the endorsement and present it to the Authorised Officer at the time of inspection.
