For seeds imported into Australia which have remained sealed, and for which the phytosanitary certificate from the country of origin is still available, and which is being exported under an EX25 re-export phytosanitary certificate, refer to the Cucumis melo seed (re-export) Micor case.
Pest Free Area declarations may only be issued by the state biosecurity jurisdiction.
Where applicable, the exporter is to provide evidence attesting to the endorsement and present it to the Authorised Officer at the time of inspection.
Explanation of the endorsements
Endorsements relating to the inspection in accordance with appropriate official procedures are to be based on the Authorised Officer inspection. Refer to Appendix 4 of the MPI Import Health Standard: Seeds for Sowing (155.02.05) for New Zealand's Regulated Pest List for Importation of Seed for Sowing.

Endorsement 7271:
- Kyuri green mottle mosaic virus and Melon necrotic spot virus are not known to occur in Australia. No evidence is requirement to endorse freedom from this pest.
- A pest free area certificate issued by a state government is required to endorse freedom from Cucumber green mottle mosaic virus.

Testing requirements for seed lots of 10,000 or more seeds:
Testing requirements for seed lots of 10,000 or more seeds:
- A representative sample of a minimum of 2000 seeds, officially drawn according to ISTA or AOSA methodology is required from each seed lot and tested as specified in the endorsement;
- A composite sample of a minimum of 2000 seeds must be officially drawn across all seed lots of the same seed species in a consignment, which must have been produced at the same place of production or production site.
Endorsement 5881:
- Use of this endorsement is subject to approval from the Grain and Seed Exports Program and is only to be used for seeds of non-Australian origin which have been repacked in Australia, and for which the phytosanitary certificate from the country of origin endorses freedom from Cucumber green mottle mosaic virus and Melon necrotic spot virus.
- The exporter must obtain permission from NZ MPI for the consignment to be accepted with only freedom endorsed for Kyuri green mottle mosaic virus, with a clear indication that NZ MPI understands the seeds are of non-Australian origin and have been repacked in Australia, and the phytosanitary certificate from the country of origin endorses freedom from Cucumber green mottle mosaic virus and Melon necrotic spot virus.
- The exporter must send an email to Grain.Export@agriculture.gov.au with the approval correspondence from NZ MPI attached and the RFP number of the consignment this will be used for.
- This endorsement cannot be used if no approval from Grain and Seed Exports Program is given.
- "Origin of <country>" must be stated in the additional product description. Contact EXDOC Plant Programs (EXDOCPlantPrograms@agriculture.gov.au) to have the field enabled.
- The original phytosanitary certificate from the country of origin, or a certified copy of the phytosanitary certificate from the country of origin, indicating freedom from Cucumber green mottle mosaic virus and Melon necrotic spot virus, must be presented to the Authorised Officer at the time of inspection.
No endorsement:
- A phytosanitary certificate with no endorsement can be issued for seeds of non-Australian origin which have been repacked in Australia, if:
- Seed lots will be tested for quarantine pests on arrival in New Zealand at an MPI-approved testing laboratory, or
- The phytosanitary certificate from the country of origin and/or the re-export phytosanitary certificate from the re-exporting country endorses freedom from Cucumber green mottle mosaic virus, Kyuri green mottle mosaic virus and Melon necrotic spot virus.
- Another endorsement must be used if no phytosanitary certificate meeting the above requirements is available.
- "Origin of <country>" must be stated in the additional product description for imported seeds. Contact EXDOC Plant Programs (EXDOCPlantPrograms@agriculture.gov.au) to have the field enabled.
- For imported seeds, the original phytosanitary certificate from the country of origin and/or the re-export phytosanitary certificate from the re-exporting country, or a certified copy / certified copies thereof, endorsing freedom from Cucumber green mottle mosaic virus, Kyuri green mottle mosaic virus and Melon necrotic spot virus must be presented to the Authorised Officer at the time of inspection.
- For imported seeds, a lot number, matching the lot number shown on the incoming phytosanitary certificate(s) must be indicated on the Australian phytosanitary certificate.
Note: New Zealand accepts on-arrival testing for pests listed in the IHS; if the consignment is being tested upon arrival, the phytosanitary certificate does not need to endorse freedom from these pests. It is the exporter's responsibility to indicate to the Authorised Officer whether the products are being tested upon arrival.

2) The seeds in this consignment have been sourced from a Pest free area, free from the named regulated virus Cucumber green mottle mosaic virus.
Option 2 (EXDOC Endorsement 7272)
1) Kyuri green mottle mosaic virus and Melon necrotic spot virus are not known to occur in Australia;
2) The seeds in this consignment have been sourced from mother plants that were sampled according to a NPPO approved methodology and tested using a NPPO approved ELISA or a NPPO approved PCR method, during the active growing period and found free from Cucumber green mottle mosaic virus.
Option 3 (EXDOC Endorsement 7273)
1) Kyuri green mottle mosaic virus and Melon necrotic spot virus are not known to occur in Australia;
2) The seeds in this consignment have been sourced from a seed lot officially sampled according to ISTA or AOSA methodology, and tested using the ISTA validated ELISA or a NPPO approved PCR method and found free from Cucumber green mottle mosaic virus.

2) The seeds in this consignment have been sourced from a Pest free area, free from the named regulated virus Cucumber green mottle mosaic virus.
