Pest Free Area declarations may only be issued by the state biosecurity jurisdiction.

Explanation of the endorsements:

Endorsements relating to the inspection in accordance with appropriate official procedures are to be based on the Authorised Officer inspection. Refer to Appendix 4 of the MPI Import Health Standard: Seeds for Sowing (155.02.05) for New Zealand's Regulated Pest List for Importation of Seed for Sowing.

Endorsement 7271:

  • Kyuri green mottle mosaic virus and Melon necrotic spot virus are not known to occur in Australia. No evidence is requirement to endorse freedom from this pest.
  • A pest free area certificate issued by a state government is required to endorse freedom from Cucumber green mottle mosaic virus.
Endorsements 7272 and 7273:

Testing requirements for seed lots of 10,000 or more seeds:
  • A representative sample of a minimum of 2000 seeds, officially drawn according to ISTA or AOSA methodology is required from each seed lot and tested as specified in the endorsement;
Testing requirements for seed lots with less than 10,000 seeds:
  • A composite sample of a minimum of 2000 seeds must be officially drawn across all seed lots of the same seed species in a consignment, which must have been produced at the same place of production or production site.
No endorsement:
  • A phytosanitary certificate with no endorsement is only to be issued for seeds of non-Australian origin which have been repacked in Australia, and for which the phytosanitary certificate from the country of origin endorses freedom from Cucumber green mottle mosaic virus, Kyuri green mottle mosaic virus and Melon necrotic spot virus.
  • Another endorsement must be used if no phytosanitary certificate meeting the above requirements is available.
  • "Origin of <country>" must be stated in the additional product description. Contact EXDOC Plant Programs (EXDOCPlantPrograms@agriculture.gov.au) to have the field enabled.
  • The original phytosanitary certificate from the country of origin, or a certified copy of the phytosanitary certificate from the country of origin, indicating freedom from Cucumber green mottle mosaic virus, Kyuri green mottle mosaic virus and Melon necrotic spot virus, must be presented to the Authorised Officer at time of inspection.
Where applicable, the exporter is to provide evidence attesting to the endorsement and present it to the Authorised Officer at the time of inspection.
Option 1 (EXDOC Endorsement 7271)
1)
Kyuri green mottle mosaic virus and Melon necrotic spot virus are not known to occur in Australia;
2) The seeds in this consignment have been sourced from a Pest free area, free from the named regulated virus Cucumber green mottle mosaic virus.


Option 2 (EXDOC Endorsement 7272)
1)
Kyuri green mottle mosaic virus and Melon necrotic spot virus are not known to occur in Australia;
2) The seeds in this consignment have been sourced from mother plants that were sampled according to a NPPO approved methodology and tested using a NPPO approved ELISA or a NPPO approved PCR method, during the active growing period and found free from Cucumber green mottle mosaic virus.


Option 3 (EXDOC Endorsement 7273)
1)
Kyuri green mottle mosaic virus and Melon necrotic spot virus are not known to occur in Australia;
2) The seeds in this consignment have been 
sourced from a seed lot officially sampled according to ISTA or AOSA methodology, and tested using the ISTA validated ELISA or a NPPO approved PCR method and found free from Cucumber green mottle mosaic virus.
