Consignments are to be free from pests, soil, weed seeds and extraneous material.


Exporters must meet Australian requirements for the export of Cannabis sativa seed by being issued an export licence and permit by the Office of Drug Control (dcs@health.gov.au). These documents must be presented to the Authorised Officer at the time of inspection.

Explanation of the endorsements

Endorsement 8083:
  • A pest free area statement from the state government must be presented as evidence of freedom from Leptosphaeria woroninii, Septoria cannabis and Curvularia cymbopogonis.

Endorsement 8084:

  • A fungicide treatment certificate is required for Leptosphaeria woroninii, Septoria cannabis and Curvularia cymbopogonis.


Where applicable, the exporter is to provide evidence attesting to the endorsement and present it to the Authorised Officer at the time of inspection.


Re-export consignments


For imported seed that is to be re-exported from Australia, the phytosanitary certificate issued by the country of origin must include the required additional declarations for the named regulated bacteria and fungi in order for the department to issue an re-export phytosanitary certificate. Additional declarations endorsed by the country of origin are valid only if the consignment has remained intact during transit.

If the required additional declarations for the named regulated bacteria and fungi are not endorsed on the original phytosanitary certificate by the country of origin, then the seeds must be treated in Australia using the approved treatments as per the Import Health Standard. 

Exporters who intend to re-export imported seed and require a new EXDOC endorsement option must contact the Grain and Seed Exports Program (grain.export@agriculture.gov.au) prior to inspection.

If Endorsement 8083 or 8084 is selected, then the seed must be treated with one of the following fungicide combinations:

  • Carboxin at 0.8 grm a.i. per kg of seed and Thiram at 1.0 grm a.i. per kg of seed;
OR
  • Carboxin at 0.8 grm a.i. per kg of seed and Captan at 0.7 grm a.i. per kg of seed
OR
  • Imazalil at 0.08 grm a.i. per kg of seed and Triadimenol at 0.22 grm a.i. per kg of seed;
OR
  • Imazalil at 0.08 grm a.i. per kg of seed and Flutriafol at 0.08 grm a.i. per kg of seed.

All treatments must be conducted as per MPI Standard MPI-STD-ABTRT Approved Biosecurity Treatments.

The exporter is to provide evidence attesting to the treatment and present it to the Authorised Officer at the time of inspection.

Option 1 (EXDOC Endorsement 8083)
1) The Cannabis sativa seeds have been sourced from a pest free area free from Leptosphaeria woroninii, Septoria cannabis and Curvularia cymbopogonis.

Option 2 (EXDOC Endorsement 8084)
1) The Cannabis sativa seeds have been treated with an approved fungicide combination in MPI approved treatments.
