Consignments are to be free from pests, soil, weed seeds and extraneous material.


Note:

  • An import permit is only required if the consignment is to be treated on arrival in New Zealand. Otherwise, no import permit is required.

Explanation of the endorsements
 
Endorsement 793:
  • To be used if the seeds were irradiated at a minimum rate of 25 kGy.
  • A treatment certificate must be either presented to the Authorised Officer at time of inspection or provided to the department at time of authorisation.
Endorsement 6746:
  • To be used if the seeds were heat treated at 85 degrees Celsius (core temperature) and 40% relative humidity for a minimum of 15 continuous hours.
  • A treatment certificate must be either presented to the Authorised Officer at time of inspection or provided to the department at time of authorisation.
Endorsement 1304:
  • To be used if an alternative heat treatment schedule is used to devitalise the seeds.
  • A seed analysis certificate from an ISTA/IOSA approved laboratory showing nil germination must be either presented to the Authorised Officer at time of inspection or provided to the department at time of authorisation.
  • The seed analysis certificate number must be quoted in the shipping marks field of the Request for Permit (RFP).
Where applicable, the exporter is to provide evidence attesting to the endorsement and present it to the Authorised Officer at the time of inspection.


Viable seed imported for devitalisation
  • Phytosanitary certificate with no Endorsement applies
  • Exporter must ensure prior to export that Schering Plough have the ability to treat the consignment.
  • On arrival in New Zealand the grains/seeds will be irradiated at a dose of 25 kGy at MPI approved transitional facility:

  • On arrival in New Zealand the viability of the seed is to be destroyed by heat treatment at 85 degrees Celsius for a minimum of 15 continuous hours (at a relative humidity of 40%) at a MPI approved transitional facility.
Two devitalisation treatment options are prescribed by the Ministry for Primary Industries:
  • Grains/seeds to be heat treated at 85 degrees Celsius (core temperature) and 40% relative humidity for a minimum of 15 continuous hours or at a temperature/time regime approved by the department to be effective in devitalising seed;
OR
  • Grains/seeds to be irradiated at 25 kGy.
The exporter is to provide evidence attesting to the treatment and present it to the Authorised Officer at the time of inspection.

Note:
 
If an alternate treatment schedule is used to devitalise the seeds, a seed analysis certificate from an ISTA/IOSA approved laboratory showing nil germination must be either presented to the Authorised Officer at time of inspection or provided to the department at time of authorisation. The seed analysis certificate number must be quoted in the shipping marks field of the Request for Permit (RFP). In this case, no sighting of a treatment certificate by the Authorised Officer or the department is required and no treatment details are to be endorsed in the treatment section.
Option 1 (EXDOC Endorsement 793)
1) The grain/seed in this consignment has been irradiated at 25 kGy and the consignment contains no viable seeds.
 
Option 2 (EXDOC Endorsement 6746)
1) The grain/seed in this consignment has been heated at 85 degrees celsius core temperature for a minimum of 15 continuous hours (at a minimum relative humidity of 40%).
 
Option 3 (EXDOC Endorsement 1304)
1) The grain/seed in this consignment has been heat treated and the consignment contains no viable seeds.
Import permits dated 5 October 2012 and 27 March 2020, IHS BNZ-PAFP-IMPRT (Importation into New Zealand of Processed Animal Feeds of Plant Origin) (Section 7.1) sighted 27 April 2021.
