Consignments are to be free from pests, soil, weed seeds and extraneous material.

A copy of the import permit must be presented to an Authorised Officer at the time of inspection.

Explanation of the endorsement
 
Endorsements 3965 and 3969:

Will apply for bulk in ships holds or containers.

Endorsements 910, 4832 and 4837:

Will apply for bagged product.

Endorsement 5176:

Will apply to both bagged and bulk shipments.


Exporters must refer to their import permits to determine the appropriate endorsement for their consignment.

Exporter to provide a copy of the Manufacturers Declaration to the Authorised Officer at the time of inspection.

Consignments must be accompanied by an original manufacturer's certificate declaring the following:
Name and address of manufacturer (company letterhead).
Name and address(es) of the mill/factory(s) if different from the manufacturer
Name and address of exporter (if different).
Name of product.
Details relating the statement/declaration to the product e.g. airway bill, bill of loading, container no., or batch/serial no. or invoice.
Signature of a responsible person within the company.
Evidence attesting to the appropriate additional declaration endorsement.
All loose, bulk stock feed consignments and all meal products (except for those bagged products) must be fumigated prior to or during shipment to ensure that subsequent infestation from holds, containers or other chance pest presence does not occur.

Fumigation must be with phosphine or methyl bromide at the following prescribed rates.Fumigation given prior to shipment must be carried out no more than 21 days prior to shipment.

Fumigated with phosphine or methyl bromide as follows:

Phosphine:

  • 1 grm/m3 13 days at 15-20 degree Celsius; 
OR
  • 1 grm/m3 10 days at 20-25 degree Celsius; 
OR
  • 1 grm/m3 6 days at 25-29 degree Celsius; 
OR
  • 1 grm/m3 5 days at 30 or above degree Celsius; 
OR
  • 2 grm/m3 12 days at 15-20 degree Celsius; 
OR
  • 2 grm/m3 9 days at 20-25 degree Celsius; 
OR
  • 2 grm/m3 5 days at 25-29 degree Celsius;
OR
  • 2 grm/m3 4 days at 30 or above degree Celsius


Methyl Bromide:

  • 48 grm/m3 24 hours at 10-15 degree Celsius; 
OR
  • 40 grm/m3 24 hours at 16-20 degree Celsius; 
OR
  • 32 grm/m3 24 hours at 21 or above degree Celsius.

The exporter is to provide evidence attesting to the treatment and present it to the Authorised Officer at the time of inspection.

Exporter must ensure a copy of the fumigation certificate accompanies the consignment.
Option 1 (EXDOC Endorsement 3965)
1) The product in this consignment was produced in a dedicated mill which does not produce rations containing ruminant protein (except dairy product),
2) The whole product in this consignment has been through a pelleting or extrusion process reaching a minimum of 85 degrees Celsius for at least 30 seconds and contains no viable seed,
3) The product in this consignment has been inspected after processing in accordance with official procedures, and found free from contamination by any unprocessed plant material, vermin, birds, faecal material and visually detectable regulated pests,
4) The product in this consignment has been stored in substantially bird-proof buildings or bird-proof storage houses, and transported to the exit port prior to loading, in a manner to prevent contamination with any unprocessed plant material, vermin, birds, faecal material and visually detectable pests.

Option 2 (EXDOC Endorsement 3969)
1) The product in this consignment was produced in a dedicated mill which does not produce rations containing ruminant protein (except dairy product),
2) Each ingredient of the product in the consignment has been irradiated at a dose of 25 kGy and contains no viable seeds,
3) The product in this consignment has been inspected after processing in accordance with official procedures, and found free from contamination by any unprocessed plant material, vermin, birds, faecal material and visually detectable regulated pests,
4) The product in this consignment has been stored in substantially bird-proof buildings or bird-proof storage houses, and transported to the exit port prior to loading, in a manner to prevent contamination with any unprocessed plant material, vermin, birds, faecal material and visually detectable pests.

Option 3 (EXDOC Endorsement 4832)
1) The product in this consignment was produced in a dedicated mill which does not produce rations containing ruminant protein (except dairy product),
2) The whole product in this consignment has been through a pelleting or extrusion process reaching a minimum of 85 degree Celsius for at least 30 seconds and contains no viable seed,
3) The product in this consignment has been inspected after processing in accordance with official procedures, and found free from contamination by any unprocessed plant material, vermin, birds, faecal material and visually detectable regulated pests,
4) The product in this consignment has been bagged in clean new bags immediately after processing and the bags stored in a manner to prevent infestation and contamination.

Option 4 (EXDOC Endorsement 4837)
1) The product in this consignment was produced in a dedicated mill which does not produce rations containing ruminant protein (except dairy product),
2) Each ingredient of the product in the consignment has been irradiated at a dose of 25 kGy and contains no viable seeds,
3) The product in this consignment has been inspected after processing in accordance with official procedures, and found free from contamination by any unprocessed plant material, vermin, birds, faecal material and visually detectable regulated pests,
4) The product in this consignment has been bagged in clean new bags immediately after processing and the bags stored in a manner to prevent infestation and contamination.

Option 5 (EXDOC Endorsement 910)
1) The products in this consignment wereproduced in a dedicated mill which does not produce rations containing ruminantprotein (except dairy product),
2) The products in this consignment do notcontain any ingredients which were processed in premises where ruminant protein(except dairy product) is stored, used or processed,
3) Each ingredient of the product in this consignment has undergone a heating/cooking process that has raised the core temperature to at least 85 degrees Celsius for a minimum 30 seconds,
4) A representative sample of the product in this consignment has been inspected and contains no viable seeds,
5) The product in this consignment has been bagged in clean new bags immediately after processing and the bags stored in a manner to prevent infestation and contamination.

Option 6 (EXDOC Endorsement 5176)
1) The products in this consignment were produced in a dedicated mill whichdoes not produce rations containing ruminant protein (except dairy product),
2) Product does not contain any ingredientswhich were processed in premises where ruminant protein is stored, used orprocessed,
3) The whole product in this consignment hasgone through a pelleting or extrusion process reaching a minimum of 85 degreesCelsius for at least 30 seconds and contains no viable seed,
4) The product in this consignment has beeninspected after processing in accordance with official procedures, and foundfree from contamination by any unprocessed plant material, vermin, birds,faecal material and visually detectable regulated pests,
5) The product in this consignment has beenstored in substantially bird-proof buildings or bird-proof storage houses, andtransported to the exit port prior to loading, in a manner to preventcontamination with any unprocessed plant material, vermin, birds, faecalmaterial and visually detectable pests.
