Consignments must meet the requirements of the Export Plan for fresh produce from Australia to New Zealand. The Export Plan is available through Micor Plants in the 'Documents' section. Access is restricted and requires a logon.

Consignments are to be free from pests, soil, weed seeds and extraneous material.

 
Exporters may choose to use the following contaminant tolerances during phytosanitary inspection as referred to in the Import Health Standard 152.02. The permitted tolerances are for a 600-unit sample.
  • 25g of soil
  • 12 leaves 
  • 8 regulated weed seeds
All avocados exported to New Zealand must:

Have had a measure applied for fruit flies of either:
  • been sourced from a pest free area;
OR
  • have been cold treated at 1°C ± 0.2°C or below for 16 days or longer.
OR
  • Irradiated at minimum dose of 150 Gy
AND

Have had a measure applied for Pseudocercospora purpurea (Cercospora spot blotch) of either:
  • in-field controls (at an accredited property);
OR
  • area freedom, as verified by an official detection survey
AND
  • have been sourced from an area free from Avocado sun blotch viroid (ASBVD), as verified by an official detection survey.
Growers and blocks must be registered with an official tree certification scheme (such as the Avocado Nursery Voluntary Accreditation Scheme or relevant state departments) to ensure freedom from avocado sun blotch viroid (ASBVD).

Explanation of fruit fly pest free areas (PFAs)

The following areas are recognised as pest free areas for Queensland fruit fly (Bactrocera tryoni) and Mediterranean fruit fly (Ceratitis capitata):

  • Tasmania

AND

AND

  • the Ord River Irrigation area of Western Australia. Note: this is not a pest free area for Bactrocera spp. except B. tryoni.

Exporters sourcing fruit from the Riverland must present a State government certificate at the time of inspection which states all fruit was sourced from properties outside the suspension areas.

Exporters sourcing fruit from the Western Australia PFA must present a State government certificate at the time of inspection.



Explanation of the endorsements

Explanations of EXDOC endorsement(s), and supporting documents required for each endorsement are detailed in the 'Documents' section of Micor.

Where applicable, the exporter is to provide evidence attesting to the endorsement and present it to the Authorised Officer at the time of inspection.

All treatments shall be carried out in accordance with the Export Plan.

Cold treatment

Onshore prior to export, the treatment is to be shown on the Phytosanitary certificate as:

COLD TREATED AT 1 DEGREE CELSIUS (+/- 0.2 DEGREES CELSIUS) FOR 16 DAYS 

OR

In-transit completed before the consignment arrives in New Zealand, the treatment is to be shown on the Phytosanitary certificate as follows:

SUBJECT TO IN-TRANSIT COLD DISINFESTATION TREATMENT AT 1 DEGREE CELSIUS (+/- 0.2 DEGREES CELSIUS) FOR 16 DAYS

On the RFP select the treatment code 'INTRAN' and insert the selected treatment schedule as above in the details section. The date in which the container has been sealed is to be entered into the Start and End Date fields (same date into both fields).  

OR

Irradiation

  • Irradiation at a minimum of 150 Gy

For irradiated product, the treatment is to be shown on the phytosanitary certificate as:

  • IRRADIATION AT MINIMUM 150 GRAY; 

For irradiated consignments – the treatment certificate is to accompany the consignment to New Zealand.

Reconditioning

Reconditioning treatments with methyl bromide must be conducted in accordance with the Acceptance of offshore methyl bromide fumigation treatments, found in the documents section of Micor.

For reconditioning fumigation treatments to be recognised by New Zealand, they must be listed on the phytosanitary certificate in the treatment section using the EXDOC treatment code RE-CON.

It is at the exporter's discretion on whether or not to put a reconditioning treatment on the phytosanitary certificate.

Option 1 (EXDOC Endorsement 1582)
1) The avocados in this consignment have been inspected in accordance with appropriate official procedures and found to be free from any visually detectable quarantine pests, specified by the New Zealand Ministry for Primary Industries,
2) The avocados in this consignment have been sourced from an area free (as verified by official detection survey) from Pseudocercospora purpurea and have been sourced from an approved orchard which has been inspected and found free from symptoms of Avocado sunblotch viroid,
3) The avocados in this consignment have been treated in accordance with Appendix 2 of the Arrangement between the New Zealand Ministry for Primary Industries and the Australian Department of Agriculture concerning the access of host material of fruit fly species of economic significance into New Zealand from Australia.

Option 2 (EXDOC Endorsement 1585)
1) The avocados in this consignment have been inspected in accordance with appropriate official procedures and found to be free from any visually detectable quarantine pests, specified by the New Zealand Ministry for Primary Industries,
2) The avocados in this consignment have been sourced from an area free (as verified by official detection survey) from Pseudocercospora purpurea and have been sourced from an approved orchard which has been inspected and found free from symptoms of Avocado sunblotch viroid,
3) The avocados in this consignment have been treated in accordance with Appendix 5 of the Arrangement between the New Zealand Ministry for Primary Industries and the Australian Department of Agriculture concerning the access of host material of fruit fly species of economic significance into New Zealand from Australia.

Option 3 (EXDOC Endorsement 7842)
1) The avocados in this consignment have been inspected in accordance with appropriate official procedures and found to be free from any visually detectable quarantine pests, specified by the New Zealand Ministry for Primary Industries,
2) The avocados in this consignment have been sourced from an area free (as verified by official detection survey) from Pseudocercospora purpurea and have been sourced from an approved orchard which has been inspected and found free from symptoms of Avocado sunblotch viroid,
3) The avocados in this consignment have been treated in accordance with Appendix 12 of the Arrangement between the New Zealand Ministry for Primary Industries and the Australian Department of Agriculture concerning the access of host material of fruit fly species of economic significance into New Zealand from Australia.

Option 4 (EXDOC Endorsement 1641)
1) The avocados in this consignment have been inspected in accordance with appropriate official procedures and found to be free from any visually detectable quarantine pests, specified by the New Zealand Ministry for Primary Industries,
2) The avocados in this consignment have gone through appropriate pest control activities that are effective against Pseudocercospora purpurea and have been sourced from an approved orchard which has been inspected and found free from symptoms of Avocado sunblotch viroid,
3) The avocados in this consignment have been treated in accordance with Appendix 2 of the Arrangement between the New Zealand Ministry for Primary Industries and the Australian Department of Agriculture concerning the access of host material of fruit fly species of economic significance into New Zealand from Australia.
