Wood packaging material with ISPM 15 certification mark

As of 5 July 2006 an international standard for wood packaging material (ISPM 15) has been enforced. Under this standard all wood packaging material made from raw softwood and hardwood must be treated (with methyl bromide or heat) and then stamped with an internationally recognised ISPM 15 certification mark.

A list of treatment providers and manufacturers certified under the Australian Wood Packaging Certification Scheme, who are approved by the Department of Agriculture to apply the internationally recognised mark and produce ISPM 15 compliant wood packaging is accessible on the Department of Agriculture website.

Wood packaging material and dunnage must be made of debarked wood in accordance with ISPM 15.

Wood packaging and dunnage must be free from all quarantine pests and signs of pests.

Wood packaging and dunnage must be free from decay and other fungi.

No phytosanitary certificate is required for wood packaging material that has been stamped with an internationally recognised ISPM 15 certification mark.

Wood packaging material without ISPM 15 certification mark

Alternatively, wood packaging imported into New Zealand may be imported if treated in accordance with Appendix 3 of the Import Health Standard for Wood Packaging Material from all Countries and accompanied by a phytosanitary certificate.

Consignments are to be free from pests, soil, weed seeds and extraneous material.


Consignments must be bark free in accordance with section 4.3.2 of the IHS for Wood Packaging Material from all Countries.

Consignments must be treated in accordance with section 3.2 of the IHS for Wood Packaging Material from all Countries.

Consignments must be certified in accordance with section 3.3 of the IHS for Wood Packaging Material from all Countries.

A phytosanitary certificate with treatment details, or a phytosanitary certificate without treatment details accompanied by an NPPO endorsed treatment certificate, is required for wood packaging material that has not been stamped with an internationally recognised ISPM 15 certification mark.

Consignments exported in accordance with section 3.2 of the IHS for Wood Packaging Material from all Countries are to be treated with:

  • Fumigation with phosphine at 200ppm minimum atmospheric concentration for the temperature and time rates specified as following:

  • 10-15 degrees Celsius for 15 days;
OR
  • 16-20 degrees Celsius for 12 days; 
OR
  • 21-25 degrees Celsius for 9 days;
OR
  • 26-35 degrees Celsius for 5 days


  • Chemical preservation to full sapwood penetration as specified in the following table:
