New Caledonia has been issuing import permits with varying scientific names for tomato seed. These ICR’s are applicable for both Solanum lycopersicum and Lycopersicon esculentum seed.
Explanation of the endorsements:
Endorsement 7303:
- applies to seed of Australian origin
- an Australia laboratory analysis certificate is required to endorse freedom from Tomato brown rugose fruit virus.
Endorsement 7304:
- applies to seed not of Australian origin
- an Australia laboratory analysis certificate is required to endorse freedom from Tomato brown rugose fruit virus and Pepino mosaic virus.
- This can only be used if the consignment is of non-Australian origin and was tested for Tomato brown rugose fruit virus, but for which the testing results are not directly endorsed on the phytosanitary certificate from the country of origin (due to testing occurring in a third country), and all other conditions for Solanum lycopersicum seeds as indicated on the import permit have been met on the phytosanitary certificate from the country of origin.
- The original phytosanitary certificate from the country of origin, or a certified copy of the phytosanitary certificate from the country of origin, must be presented to the Authorised Officer at time of inspection.
- A laboratory test report that certifies an Australian NPPO approved PCR testing for Tomato brown rugose fruit virus must be presented to the Authorised Officer at time of inspection and attached to the Australian phytosanitary certificate at export. The test results for Tomato brown rugose fruit virus must be listed on the attached laboratory report with a negative or not detected result.
- Another endorsement must be used if no phytosanitary certificate meeting the above requirements is available.
- "Origin of <country>" and "Tomato brown rugose fruit virus laboratory analysis number <number> / date <date>" must be stated in the additional product description. Contact EXDOC Plant Programs (EXDOCPlantPrograms@agriculture.gov.au) to have the field enabled.

- The original phytosanitary certificate from the country of origin, or a certified copy of the phytosanitary certificate from the country of origin, must be presented to the Authorised Officer at time of inspection.

No endorsement:
- No endorsement is required if the consignment is of non-Australian origin and freedom from all quarantine pests indicated on the import permit is endorsed on the phytosanitary certificate from the country of origin.
- The original phytosanitary certificate from the country of origin, or a certified copy of the phytosanitary certificate from the country of origin, must be presented to the Authorised Officer at time of inspection.
- Laboratory test reports certifying freedom from the pests indicated on the import permit must be presented to the Authorised Officer at time of inspection and attached to the Australian phytosanitary certificate at export.
- "Origin of <country>" and "laboratory analysis number[s] <number(s)> / date[s] <date(s)>" must be stated in the additional product description. Contact EXDOC Plant Programs (EXDOCPlantPrograms@agriculture.gov.au) to have the field enabled.
- No evidence for treatment is required even if the import permit requires treatment.
- The country of origin as well as the phytosanitary certificate number from the country of origin must be listed in the Additional Product Description with the following format: "COUNTRY OF ORIGIN: XXXX CERTIFICATE NUMBER XXXX". Contact EXDOCPlantPrograms@agriculture.gov.au in order to enable this field.
- The phytosanitary certificate from the country of origin must be presented to the Authorised Officer at time of inspection.
1) Pepino mosaic virus is not known to occur in Australia.
Option 2 (EXDOC Endorsement 7304)
1) A representative sample was tested and found to be free of Tomato brown rugose fruit virus (ToBRFV) and Pepino mosaic virus.
Option 3 (EXDOC Endorsement 7055)
1) Imports of Solanum lycopersicum seeds into Australia from all countries require certificate of freedom from Tomato brown rugose fruit virus (ToBRFV) via laboratory analysis. Please refer to the additional product description for laboratory analysis certificate number and attached laboratory analysis certificate.
