The ICR applies to processed grain, seeds and nuts for human consumption, including seed mix and muesli mix containing dried fruit, grain, nuts and/or seeds.
Goods must be commercially packaged in clean and new packaging.
Seeds in the consignment must be clearly identified with its scientific name (genus and species).
Seeds must be decorticated.
For consignments of Australian origin, EXDOC Endorsement 656 or 888 applies and no treatment is required. Exporters are to refer to the import permit to determine the appropriate additional declaration for their consignment.
If the import permit requires that the consignment is free from Greater grain borer (Prostephanus truncatus) and Khapra beetle (Trogoderma granarium),
consignments not of Australian origin may require treatment unless the products are packaged in hermetically sealed bags of less than 1 kg each, or the phytosanitary certificate for export issued by the country of origin includes an additional declaration stating that Greater grain borer (Prostephanus truncatus) and Khapra beetle (Trogoderma granarium) are not known to occur in the country of origin. EXDOC Endorsement 5945 must be selected if the products are packaged in hermetically sealed bags of less than 1 kg each.
If the import permit requires that the consignment is free from Downy mildew of sunflower (Plasmopara halstedii), consignments not of Australian origin must be heat treated or treated in an autoclave unless the phytosanitary certificate for export issued by the country of origin includes an additional declaration stating that the consignment was sourced from an area free from Downy mildew of sunflower (Plasmopara halstedii).
Additional declarations provided by the country of origin are accepted only if the products are maintained in the original packaging.
Additional declarations are only to be endorsed on the phytosanitary certificate when the import permit specifically states this requirement. If the import permit states that a phytosanitary certificate is required but does not specify any additional declaration for a particular pest or disease or the type and size of packaging, the phytosanitary certificate will be issued with nil additional declaration.
If devitalisation treatment is required to manage the risk of Downy mildew of sunflower (Plasmopara halstedii), the seeds in the consignment must be devitalised either a) by crushing or extrusion and heat treatment at 85-95 degrees Celsius for at least 15 continuous hours, or b) treated in an autoclave at 100 kPa at 118 degrees Celsius for 30 minutes.
The exporter is to provide evidence attesting to the treatment and present it to the Authorised Officer at the time of inspection.
