Consignments are to be free from pests, soil, weed seeds and extraneous material.


A copy of the import permit must be presented to an Authorised Officer at the time of inspection.


Consignments are to be packed in clean, new packaging, and every seed packet or bag must be clearly labelled with the botanical name including genus and species.

Packages must be free of litter, soil, leaves, compost or any other prohibited organic material.

Consignments must be accompanied by an attestation by the exporter that the seeds are not genetically modified.

Explanation of the endorsements

Endorsement 809:
  • An area freedom certificate is required as evidence for certifying freedom from Onion smut (Urocystis cepulae).
  • A laboratory analysis certificate is required as evidence for certifying freedom from Onion downy mildew (Peronospora destructor).

Endorsement 6245:
  • A laboratory analysis certificate is required as evidence for certifying freedom from Onion downy mildew (Peronospora destructor) and Onion smut (Urocystis cepulae).

Endorsement 7277:
  • A crop inspection report or a laboratory analysis certificate certifying freedom of the mother plants from Onion downy mildew (Peronospora destructor) is required.
  • A crop inspection report, an area freedom certificate or a place of production freedom certificate certifying freedom of the cultivation field from Onion smut (Urocystis cepulae) is required.

Where applicable, the exporter is to provide evidence attesting to the endorsement and present it to the Authorised Officer at the time of inspection.

If required by the import permit, consignments are to be treated with an approved fungicide at recommended manufacturer's requirements.

Note
  • Treatment is not required for seed exported in commercial packaging of 100g or less per packet.
  • Seed exported in commercial packaging of more than 100g per packet is to be treated with a fungicide.
  • Non-commercial consignments of seed must be treated with an insecticide and a fungicide.

Consignments certified with nil additional declaration are to be treated with an appropriate fungicide effective against Onion downy mildew (Peronospora destructor) and Onion smut (Urocystis cepulae) at recommended manufacturer's requirements.

The exporter is to provide evidence attesting to the treatment and present it to the Authorised Officer at the time of inspection.

Treatment details are only to be certified on phytosanitary certificates where the import permit specifically states this requirement. If the import permit does not specify any treatment requirements, a phytosanitary certificate with no treatment details will be issued.
Option 1 (EXDOC Endorsement 809)
1) Onion smut (Urocystis cepulae) is not known to occur in the area of production.

2) The consignment was found free through official testing and inspectionprocedure of Onion downy mildew (Peronosporadestructor).

Option 2 (EXDOC Endorsement 6245)
1) The consignment was found free through official testing and inspection procedure of Onion downy mildew (Peronospora destructor) and Onion smut (Urocystis cepulae).


Option 3 (EXDOC Endorsement 7277)
1) The seeds were derived from mother plantsthat were found free from Onion downy mildew (Peronospora destructor).
2) The seeds were derived from a field that was found free from Onion smut (Urocystis cepulae).
Import permits dated 17 January 2015, 8 July 2016, 5 December 2019 and 20 July 2022, and Decree n°2017-1317/GNC dated 6 June 2017.
