Consignments are to be free from pests, soil, weed seeds and extraneous material.

The ICRs apply to processed dried leaves of Citrus spp, Fortunella spp and Poncirus spp, including but not limited to the following:

  • Kaffir lime leaves - minced (Citrus hystrix).

    Consignments must be:

  • Accompanied by a phytosanitary certificate with Endorsement XXXX and inspected on arrival (Option 1);
  • Accompanied by a phytosanitary certificate or a manufacturer’s certificate/declaration with treatment details endorsed (Option 2); 

    OR

  • Treated on arrival (Option 3). 

Note: Refer to the treatment section for details of treatment required by MPI.

Explanation of the endorsement

Endorsement 8485:

  • Applies to goods of Australian origin,

  • Citrus canker (Xanthomonas axonopodis pv citri or Xanthomonas campestris pv citri) is not present in Australia. No supporting evidence is required to endorse freedom from this pest. 


    The exporter is to provide evidence attesting to the endorsement and present it to the Authorised Officer at the time of inspection.

If no Endorsement is applied and if a phytosanitary certificate endorsing pre-shipment treatment details is to be issued, the consignment must be:

(a)    Heat treated at 85 degrees Celsius for 8 hours at 40% relative humidity.

OR

(b)    Autoclaved at 120 degrees Celsius for 30 minutes at 100 kPa.

If the consignment is treated prior to export in lieu of an Endorsement:
The exporter is to provide evidence attesting to the treatment and present it to the Authorised Officer at the time of inspection.
Details of treatment to be endorsed on the phytosanitary certificate in the treatment section.

Note: Endorsement XXXX cannot be applied to goods of non-Australian origin. Consignments containing processed and dried citrus leaves which have been imported into Australia and are being exported to New Zealand accompanied by an Australian phytosanitary certificate for export must be treated prior to export. 

Option 1 (EXDOC Endorsement 8485)
1) Citrus canker (Xanthomonas axonopodis pv citri or Xanthomonas campestris pv citri) is not known to occur in Australia.
