Consignments are to be free from pests, soil, weed seeds and extraneous material.

Where applicable, the exporter is to provide evidence attesting to the endorsement and present it to the Authorised Officer at the time of inspection.

Consignments are to be packed in clean, new packages/bags not previously used for any purpose.

Consignment must be labelled with the correct botanical name (genus and species).

It is the exporter’s responsibility to ensure the consignment is exported within 14 days of inspection and the phytosanitary certificate is issued within 14 days of the consignment being exported from Australia.

Refer to the departure date and inspection date in the Request for Permit.

All plants must have been washed of any soil or growing media and be entirely free at time of inspection / export of any soil or growing media.

Exporters are required to check the EU list of plant species on the Commission database of Xylella fastidiosa host plants.

For Xylella fastidiosa host species:

The Commission Implementing Regulation (EU) 2019/2072 requirements for the certification of Plants / Cuttings in respect to having been inspected at appropriate times are:

An official examination carried out in accordance with the following provisions:
  • They shall extend to the relevant plants or plant products grown, produced or used by the producer or otherwise present on his/her premises as well as to the growing medium used there;
  • They shall be made on the premises, preferably at the place of production;
  • They shall be made regularly at appropriate times at least once a year, and at least by visual observation, without prejudice to the special requirements listed in EU Regulations 2019/2072.
Official examination may be undertaken by a person has suitable qualifications to perform the inspection and make an official declaration:
  • State Department of Agriculture employee;
  • Department of Primary Industry employee;
  • Crop monitor;
  • Company employed entomologist.
Note:

For Area Freedom - when attesting to point 4a the following needs to be typed in the additional product description field, 

  • "The plants originate in the State of (name the state without brackets), established in Australia by the Department of Agriculture, Fisheries and Forestry, as being free from Melon thrips (Thrips palmi) in accordance with relevant ISPM".

For Place of Production - when attesting to point 4b the following needs to be typed in the additional product description field,

  • "The plants originate in (name place of production without brackets), established in Australia by the Department of Agriculture, Fisheries and Forestry, as being free from Melon thrips (Thrips palmi) in accordance with relevant ISPM".

To enable the field on the RFP the exporter must submit a request to the EXDOC Plant Programs via email (EXDOCPlantPrograms@aff.gov.au).

Details of treatment to be endorsed on the phytosanitary certificate in the treatment section.

The exporter is to provide evidence attesting to the treatment and present it to the Authorised Officer at the time of inspection.

Option 1 (EXDOC Endorsement 7371)
1) Consignment complies with Annex VII, point 1 (a.i,b.i) of Commission Implementing Regulation (EU) 2019/2072 - The growing medium at the time of planting of the associated plants was free from soil and organic matter and had not been previously used for growing plants or for any other agricultural purposes and was stored and maintained under appropriate conditions to keep it free from quarantine pests and since planting appropriate measures have been taken to ensure that the growing medium has been kept free from Union quarantine pests, including at least: physical isolation of the growing medium from soil and other possible sources of contamination, hygiene measures, using water free from Union quarantine pests,
2) Consignment complies with Annex VII, point 4 (a) of Commission Implementing Regulation (EU) 2019/2072 - Plants have been grown in nurseries and originate in an area, established in the country of origin by the national plant protection service of that country, as being free from Melon thrips (Thrips palmi) in accordance with relevant International Standards for Phytosanitary Measures, and which is mentioned on the phytosanitary certificate referred to in Article 71 of Regulation (EU) No 2016/2031 under the rubric 'Additional declaration',
3) This consignment complies with Annex VII point 4.1 (b) of Commission Implementing Regulation (EU) 2019/2072; (4.1 b) originate in an area established in the country of origin by the national plant protection service of that country, as being free from Meloidogyne enterolobii in accordance with relevant International Standards for Phytosanitary Measures,
4) Consignment complies with Annex VII, point 5 (a-e) of Commission Implementing Regulation (EU) 2019/2072 - Plants have been grown in nurseries, are free from plant debris, flowers and fruits, have been inspected at appropriate times prior to export are found free from symptoms of harmful bacteria, virus and virus-like organisms and are either found to be free from signs or symptoms of harmful nematodes, insects, mites and fungi, or have been subjected to appropriate treatment to eliminate such organisms,
5) Consignment complies with Annex VII, point 7 (b.a) of Commission Implementing Regulation (EU) 2019/2072 - No symptoms of the relevant Union quarantine pests have been observed on the plants during their complete cycle of vegetation and plants originate in areas known to be free from Tobacco whitefly (Bemisia tabaci) and other vectors of the Union quarantine pests.

Option 2 (EXDOC Endorsement 7372)
1) Consignment complies with Annex VII, point 1 (a.i,b.i) of Commission Implementing Regulation (EU) 2019/2072 - The growing medium at the time of planting of the associated plants was free from soil and organic matter and had not been previously used for growing plants or for any other agricultural purposes and was stored and maintained under appropriate conditions to keep it free from quarantine pests and since planting appropriate measures have been taken to ensure that the growing medium has been kept free from Union quarantine pests, including at least: physical isolation of the growing medium from soil and other possible sources of contamination, hygiene measures, using water free from Union quarantine pests,
2) Consignment complies with Annex VII, point 4 (b) of Commission Implementing Regulation (EU) 2019/2072 - The plants have been grown in nurseries and originate in a place of production, established in the country of export by the national plant protection service in that country, as being free from Melon thrips (Thrips palmi) in accordance with relevant International Standards for Phytosanitary Measures, and which is mentioned on the certificates referred to in Article 71 of Regulation (EU) No 2016/2031 under the rubric 'Additional declaration', and declared free from Melon thrips (Thrips palmi) on official inspections carried out at least monthly during the three months prior to export,

3) This consignment complies with Annex VII point 4.1 (d, i, ii) of Commission Implementing Regulation (EU) 2019/2072; Plants originate in a place of production, established by the national plant protection organisation in the country of origin as being free from Meloidogyne enterolobii in accordance with the relevant International Standards for Phytosanitary Measures, and immediately prior to export the roots of a representative sample of the consignment have been inspected and are found free from symptoms of Meloidogyne enterolobii,
4) Consignment complies with Annex VII, point 5 (a-e) of Commission Implementing Regulation (EU) 2019/2072 - Plants have been grown in nurseries, are free from plant debris, flowers and fruits, have been inspected at appropriate times prior to export are found free from symptoms of harmful bacteria, virus and virus-like organisms and are either found to be free from signs or symptoms of harmful nematodes, insects, mites and fungi, or have been subjected to appropriate treatment to eliminate such organisms,

Option 5 (EXDOC Endorsement 7375)

3) This consignment complies with Annex VII point 4.1 (c) of Commission Implementing Regulation (EU) 2019/2072; The plants have been grown throughout their life in a growing medium which at the time of planting of the plants and (ii) was composed entirely of peat or fibre of Cocos nucifera L. and had not been previously used for growing plants or for any other agricultural purposes and in all the cases mentioned in points (i) to (iv) was stored and maintained under appropriate conditions to keep it free from Meloidogyne enterolobii and since planting appropriate measures have been taken to ensure that the plants have been kept free from Meloidogyne enterolobii, including at least: —physical isolation of the growing medium from soil and other possible sources of contamination, and — hygiene measure;
4) Consignment complies with Annex VII, point 5 (a-e) of Commission Implementing Regulation (EU) 2019/2072 - Plants have been grown in nurseries, are free from plant debris, flowers and fruits, have been inspected at appropriate times prior to export are found free from symptoms of harmful bacteria, virus and virus-like organisms and are either found to be free from signs or symptoms of harmful nematodes, insects, mites and fungi, or have been subjected to appropriate treatment to eliminate such organisms,
5) Consignment complies with Annex VII, point 7 (b.c) of Commission Implementing Regulation (EU) 2019/2072 - No symptoms of the relevant Union quarantine pests have been observed on the plants during their complete cycle of vegetation and the plants have been subjected to an effective treatment ensuring the eradication of Tobacco whitefly (Bemisia tabaci) and the other vectors of the Union quarantine pests and have been found free thereof prior to export.
